The Adair County Fiscal Court awarded bids at the Tuesday, June 10, 2008, meeting, but not all votes were unanimous.

The Adair County Animal Hospital was awarded the contract for veterinary services and pharmaceuticals at the Green River Animal Shelter. Bids were received from Green River Veterinary Clinic in Campbellsville and Coffey's Veternary Service in Columbia.



The court members were told that they could not discriminate against the out-of-county bidder by County Attorney Jennifer Hutchison-Corbin. Though the Green River bid did have some lower costs, Magistrate Wid Harris (2) noted the cost of fuel for taking animals to the vet and picking up pharmaceuticals in Campbellsville vs using the Columbia clinic, and moved the bid be awarded to Adair County Animal Clinic. The vote was 5-2, with Magistrates Sammy Baker (3), Perry Reeder (4), Billy Dean Coffey (5), and Joe Rogers voting for the measure, and Magistrates Danny Goodin (1) and Terry Hadley (7) voting no.

Gaddie Shamrock gets rock, blacktop bids

Gaddie-Shamrock was awarded the contract to supply the Adair County Road Department crushed stone, chip-and-seal and hot mix. The Columbia firm was the only bidder for these items. The votes were 7-0 on these supplies.

Shoffner Pest Control gets Pest Control contract

Shoffner Pest Control received the bug business from the county, to bugs out of the Courthouse, the Annex, Adair County Regional Jail, the Restrictive Custody Facility, County Highway Barn, Enhanced 911 Center, the Recycling Center, and Green River Animal Shelter. Shoffner's total bid of $149 per month was $17 less than a bid by Miller Pest Control, the only other bidder, who asked $166 for the work. The vote, on a motion by Sammy Baker (3) with a second by Terry Hadley (7), was 7-0.

One bid received for jail pharmaceuticals, but not opened

The county did not advertise for pharmaceuticals, as these are now provided by the medical provider with the contract for all medical services at the Adair County Regional Jail and Restrictive Custody Facility. A bid was received, but it was not opened.

Judge Melton passes out letter on Mayor Bell's 911 statements

Judge Melton passed out a letter to the editor to be sent to all media, which challenged statements Mayor Bell had made about the events leading up to the County building a 911 center instead of the City incorporating it in its proposed communications building. Lonnie Page gave the road report

Lonnie Page gave the Adair County Road Department report in the absence of County Roads supervisor Jobe Darnell. Page reported that in addition to routine maintenance, the road crew had been heavily involved in FEMA and other emergency work.

Judge Melton commended the road crew for its outstanding work in this week's storm. "They were called out at 9:30 Monday night,, she said, and had the trees cleared enough for traffic to get through by two o'clock this morning. "They're doing good work."

Judge Melton said that some of the road crew had been slow to turn in cell phones, after the county bought a radio system. Their reluctance she said, was that they said they needed them to call in orders directly to suppliers such as concrete companies, when they are on the job. To get the orders by radio, they would have to call the CJE's office and have the request relayed to the supplier.

On a motion by Terry Hadley (1) the court approved keeping two cell phones, one to be assigned to County Roads Supervisor, and the second to be a backup and/or be assigned to the person the supervisor thinks needs to have a phone.

Court hears report from G.R.A.S. director on spaying, neutering

The heard a report from Green River Animal Shelter director Jeff Thomas on spaying and neutering. Right now, the shelter gets a signed agreement that those adopting animals get the pets spayed and neutered. That most often doesn't happen, Thomas said, "But can't make them have the work done."Thomas said that he would like to have the work done onsite, but setting up a surgery would cost over $10,000, just to equip it and that a veterinarian would have to be given a contract to provide the services.

Thomas said that over 5,000 animals have been brought to the shelter. Some 4,000 have been euthanized. Of the others, a little over half go to animal rescue, and the rest are adopted.

Judge Melton said that last month, the shelter had spent $4,000 more than it had, and that the overdraft had to be covered by the county.

Committee recommends no residential building inspector

Magistrate Billy Dean Coffey, District 5, gave the building inspector report, and recommended that none be hired at this time. "I've talked to builders and they don't think we need one," he said.The court did vote to adopt the recommended state fee schedule for the commercial building inspector. The county has one inspector, Carly Fudge, but can approve more. The vote was 7-0 to adopt the state schedule.

Pam Yarberry gives Jail Report

Deputy Adair County Regional Jailer Pam Yarberry gave the jail report. The total billed for May was $94,946.86, with the total to be billed after exclusion of the cost of Adair County prisoners was $81,830.75. The report was approved 7-0.Judge Melton noted that Jailer William (Bug) Knight was away because of the death of his father, William (Bill) Knight. She asked prayers for Jailer Knight and his family. Since the meeting, four county offices, including the CJE's, the County Clerk's, County Attorney's, and Circuit Court Clerk have announced that they will be closed from 12:30pm to 2:00pmCT for the 1:00pm service at Stotts-Phelps-McQueary Funeral Home on Friday, June 13, 2008.

Jailer reports $20,000 repair needed in lock system

The Deputy Jailer reported that the Jail's door lock control panel, now over 20 years old, is failing. The jail is secure, but the staff can't electronically open many of the doors. "We have to use keys and open them manually," Deputy Yarberry said. Attempts to repair the board have been costly. Over $4,000 was spent on it in the past two months. Replacement of the board should be less than $20,000 and the Deputy was asked to bring back estimates of repairs to a subsequent meeting of the court.

County Treasurer reports $865,460.18 balance

County Treasurer Barry Corbin reported cash on hand at the end of May, 2008, of $865,460.18. County revenue receipts are very low at this time of the year, he said, and expenditures for FEMA reimbursements are slow. The county is already doing the work, but payments will come in several weeks or even months after the work is done and approved.

County budget for 2008-2009 unanimously approved

Magistrate Terry Hadley (7) moved the approval of the 2008-2009 County Budget, and with a second by Magistrate Perry Reeder (4), it was approved 7-0.

In the budget, county employees did not receive an across the board increase at all. Employees do now have fully paid medical insurance, which increased the county's payroll costs by over $100,000. Employees who did not accept or did not need the medical insurance were given 3% raises.

Sheriff's Budget approved; sheriff's budget amendment gets ok

Sheriff Ralph Curry reported that almost no receipts came in for May. "It was too little to say," he reported. His report was approved 7-0.HE also asked for budget amendments showing increased receipts of $8,100 and increases in disbursements of the same amount. This was approved 7-0.

EMD requests change in salary

The court voted 7-0 to change the annual salary of Adair County Emergency Management Director Greg Thomas to $9,600 per year. "Based on the amount of time he puts in," Judge Melton says, "he only gets about $5.75 an hour. That's not much for the work he does. He does a good job." The vote was 7-0, on a motion by Perry Reeder (4), seconded by Terry Hadley (7).

Approves pass through of Ambulance Service Money

The court approved a court order approving the pass through of $10,256.41 to the Adair County Ambulance Board. The money was paid to the county. The vote was 7-0.

Budget transfers, other routine matters routinely approved

The court approved budget transfers for 911, the Green River Animal Shelter, and the Adair County Regional Jail, 7-0, and unanimously approved an amended contract with the animal shelter, the payment of bills, and the minutes of the May meeting, all unanimously. The second reading of the Amendment for 911 Policy and Procedures was approved unanimously, as well.

Second readings given to road changes

The court unanimously approved second readings to ordinances grandfathering in the Condy Young Road off Christine Road, .2 mile (CR 1681), in District 2, Wid Harris' district; and designating to roads in District 6, Joe Rogers' district, as private passagewayes. Morrow Lane off Wagon Wheel Lane and J&B Holmes Loop off Holmes Bend Road before Corbins Bend Road. The grandfathered road will have county maintenance. The private passageways will be entered on the official county maps but will be privately maintained.

The reading of the roads was presented by County 911 Coordinator Mary Allender.

Litter abatement program

County Solid Waste Coordinator A.L. Sinclair reported that 144 miles of county roads had been cleaned in the month of May, 2008, with 2,166 bags of trash removed from the roadside, "Plus all the ticks we got. We need a neutering program for ticks," he said. "They're really bad this year."

Lewis Transport Company is Recycler of the Month

Deana Murphy was presented the May Recycler of the Month award, which went to Lewis Transport Company. "They are really help us," Solid Waste Coordinator Sinclair said. "I was surprised how much recyclable material comes from them. The award has now been received by The Adair Progress, The Adair Food Pantry, South Central Printing, Lindsey Wilson College, and now Lewis Transport.

Court agreees to sign back loan on airport hangar construction

The Court voted, with three different actions needed, to be a guarantor for loans necessary to carry out the construction of a 10-plane hangar at the Columbia-Adair County Airport. The actions are all contingent on the Mayor and the City of Columbia City Council providing all legal documents committing the City to be a co-guarantor. The votes were all 7-0.

The loans were necessary after the Kentucky Transportation Cabinet failed to follow through on a commitment by Aviation Commissioner Paul Steeley to provide state funding in the amount of $65,000 for the project. Judge Melton has mailed a letter to Transportation Cabinet Secretary Joe Prather asking again that the state honor the commitment given at a meeting at which she, John Rarey, Buddy Sewell, Doug Campbell, Howard Loy, Mike Mitchum, John Ford and Lila Ford were present, from Adair County, and Commissioner Steeley, Deputy Tom prker, Craig Farmer and Virginia Wright of the Aviation Department were present.

The three part vote included approving the letter to Secretary Prather, approval to back a $65,000 interim construction financing package with First & Farmer's Bank, and, thirdly, approval for an interlocal agreement with the City of Columbia and with the lending bank to provide a longterm loan not to exceed $120,000.

Commitments on hangar rentals assure that payments can be made, John Rarey and Doug Campbell, members of the C-AC Airport Board, said. The 10 spaces are already rented, they said. "We could rent 10 more if we had them," Doug Campbell told the court. Some of the planes will be Adair County owned business craft returning to the local airport. Some will be owned by Russell, Barrent and Taylor County individuals and businesses.

County operated fueling center contracts approved

The Fiscal Court approved measures authorizing Judge Melton to complete the county fueling station on land adjoining the Green River Animal Shelter, and to provide security for the facility.

The court voted 7-0 to install video cameras for surveillance and to prevent misuse of the facility. A second measure, also with a 7-0 vote, authorized the county to enter into a five year contract with Big Meadow Oil Company to buy gasoline, diesel, and off-road diesel at 10cents per gallon over the rack price. A third vote authorized the CJE to sign papers with Keystop LLC to purchase and use fueling equipment.

The facility will be automated. County workers will have cards to activate the pumps. Vehicle numbers will be necessary to draw gas.

The fuel, which currently will be approximately 17 to 25 cents per gallon less than the county now pays to retail stations, will be available to all city and county government units. The gas will be dispensed from above ground storage tanks. Each entity buying gas will be billed separately.

County gets recycling grant totalling $14,735.

Judge Melton asked for and received unanimous, 7-0, approval to sign necessary paperwork to receive a grant totalling $14,735 2008 Recycling, Household, Hazardous Waste, Mercury and E-Scrap Grant. Judge Melton had received notice of the award in a letter dated June 5, 2008. from Leslie J. King, manager, Recycling and Local Assistance Branch of the Department of Environmental Protection, Division of Waste Management.

The grant allows for one 12-yard recycling trailer, 20 recycling collection containers similar to the ones now in the courthouse, and advertising. The county had requested a total of $41,735.

Solid Waste Coordinator A.L. Sinclair said that the trailer would really help. "We'll place it in various communities. It might be at Breeding for a week, then at Knifley and at other points around Adair County," people won't have to burn this high price gas bring stuff to the recycling center. The trailer has compartments for various recycling materials, he said.

"We have a lot of out-of-state folks who move here and are already recyclers. This will make it a lot easier on them to continue being recyclers now that they are here."

Court approves execution of agreement with Adair Ambulance Board on 911

The court voted 7-0 to authorized County Judge Executive Ann Melton to sign necessary paperwork for the agreement with the Adair County Ambulance board to pay its share of the enhanced 911 dispatcher salary costs.

Clerk Blair asks to add credit card service to Clerk's Office

The Adair County Fiscal Court heard a request from County Court Clerk Sheila Blair to start accepting credit cards in the the clerk's office. The idea was met favorably. Sheriff Ralph Curry said that credit card payments work very well in his office. According to Sheriff Curry and the County Court Clerk, the transaction fees would be borne by the payer, not the county. The county would have to pay other fees totalling approximately $2-$3,000 a year.

The clerk was instructed to get quotes from two or three card processing companies and to bring those figures back to the court in a subsequent meeting.

New color for ACRD employees

THIRD DISTRICT MAGISTRATE SAMMY BAKER stepped into solve an employee crisis in the Adair County Road Department after two employees complained about the color of their work tees, a beautiful florescent pee green designer tee with black letters. Magistrate Baker bought these pretty tees and presented them to the employees at the regular meeting of Adair Fiscal Court, Tuesday night, June 10, 2008. Judge Ann Melton defended the regulation color, saying it was best for safety reasons, with orange off the list because it connotes incarceration, or worse, being a Tennessee Vol fan.
