Adair County could become the 14th county in Kentucky to offer One Call Now Emergency Alert System, which will allow the County 911 Center and Emergency Management Director to notify the entire county, by phone of an emergency situations.



The Adair County Fiscal Court, on Judge Ann Melton's recommendation, voted 6-0 to buy the system at the regular Tuesday, May 13, 2008 meeting of the Adair County Fiscal Court. The vote to buy the system was 6-0,with all six magistrates present, Danny Goodin (1), Sammy Baker (3), Perry Reeder (4), Billy Dean Coffey (5), Joe Rogers (6) and Terry Hadley (7) voting for the measure. Second District Magistrate Wid Harris was unable to attend because of health reasons.

The court heard a report from Larry Cave, Frankfort, representative of One Call Now before taking the vote.

The system is already in place in Taylor and Pulaski Counties, as well as Breckinridge, Edmonson, Graves, Henderson, Hancock, Hopkins,Oldham, Washington, and Webster Counties, and is to be installed in Meade and Union Counties in May 2008.

The system is not dependent on outgoing phone lines, according to information supplied by Mr. Cave.

Judge Melton said that the $19,460.10 cost of the system can be paid for from a $45,977 Department of Homeland Security grant, which was to have been used for early warning sirens.

In a separate resolution, the court authorized Judge Melton to apply for a change in the the use of the Homeland Security Fund grant money.

Emergency Management Director reports

County Emergency Mangement Director Greg Thomas said that there are still plans for installation of sirens but that the One Call Plus system provides far greater benefit to public safety.

Director Thomas said that the fence for the new Mesonet Weather station at Green River Commerce Park is now complete. It was installed by the AC Road Department at a cost of around $2,000. A health problem experienced by a technician has delayed the actuall installation of the Mesonet station, but Thomas said it should be installed within a couple of weeks.

Director Thomas said that he and Judge Melton's office are continuing to make grant applications. Two grants, one for $68,000 and a second for $45,000 are expected now.

The Director invited the members of the court to attend a Texas Tech seminar on May 21, 22, and 23 on Risk and Threat Assessment. He and Finance Officer Gale Cowan will attend the sessions, he said.

New budget nears $5 million mark

The Adair County Fiscal Court approved a 2008-2009 budget which now approaches the $5 million dollar mark.The budget appropriates the following in order of amounts:
  1. General Fund, $1,398,003.66
  2. Road Fund, $1,340,802.28
  3. Jail Fund,$1,214.200.02
  4. 911 Fund, $414,684.70
  5. Local Government Economic Assistance Fund, $276,700.00
  6. Green River Animal Shelter Fund, $143,030.00
  7. Forest Fire Protection Fund, $2,586.00
The Court approved the budget by a 6-0 vote.

Court approves participation in K.A.R.P

Fiscal Court approved, 6-0 Adair County's continued participation in the Kentucky Advance Revenue Program (K.A.R.P.), a Kentucky Association of County's (KACO) program which makes loans to counties in anticipation of revenues.

Judge Melton told the court that Adair County has not taken loans from the program, but that participation in the fund allow the county to draw interest on loans not taken. "Last year," she said, "the county received $2,500 in interest, just for participating."

Court passes standing orders resolution

Magistrates approved, 6-0, the approval of a Standing Orders Resolution, which allows the executive branch to pay recurring bills such as utilities, without individual authorizations.

New Economic Development Board approved

The Economic Development Board introduced by Mayor Pat Bell and approved unanimously by the councillors at the May 5, 2008, Columbia City Council meeting was approved by 6-0 individual votes.

The new board, which replaces the old CACIDA (Columbia-Adair County Industrial Development Authority). Judge Melton said that Sue Stivers who is also the Executive Director of the CAC Chamber of Commerce and the CAC Tourism Board, will be the Executive Director/Recruiter at an additional salary of $12,000 a year.

"I don't think we could find a better person for the job," Judge Melton said of the Executive Director/Recruiter. "She does an amazing job. She put the reception for Secretary Hindman together in just two days."

Judge Melton said that Stivers has agreed to serve for one year, after which there will be a review with her to determine whether the arrangement will continue.

The new nine-member board includes Judge Melton and Columbia Mayor Pat Bell and seven jointly appointed members.Now officially approved by both City Council and Fiscal Court are the following:
  1. Barry Corbin, from the old CACIDA board. Mr. Corbin is also treasurer for the Adair County Fiscal Court, to a four year term
  2. Jim Hadley, CEO of Majestic Yachts, to a four year term
  3. Tony Corbin, representing the agricultural community, to a four year term
  4. Monica Rogers, from the old CACIDA board, to a three year term
  5. Roger Drake, Vice President for Financial affairs at Lindsey Wilson College, to a three year term
  6. Doug McCammish, General Manager of McCammish Mfg., Columbia Division,
  7. and Kay Bowman, Columbia businesswoman and entrepreneur.
Second District Magistrate Sammy Baker said that he was well pleased with what he is seeing from the economic development effort. "I was at the breakfast this morning (for Secretary Hindman)," he said, "and I was very impressed."

Court approves resolution on Homeland Security grant applications

The Court voted 6-0 to allow the County Judge Executive to apply for grants from the Department of Homeland Security.

Solid Waste Czar gives report

Usually one for specifics, Adair County Solid Waste Coordinator A.L. Sinclair only gave a general report at the May meeting, because of a new reporting system requested by PRIDE. He did say that he and his inmate crew have picked up litter from roadsides including KY 55 North, KY 206, KY 80, New Concord Road, and all but 1.3 miles of KY 61 South.

Magistrate Hadley gives "short and sweet" nuisance committee report

Seventh District Magistrate Terry Hadley, chair of the Nuisance Ordinance Committee, which has been charged with perfecting an Ordinance for Adair County for several months, gave a short and sweet report, saying the committee would not rush the proposal of a nuisance ordinance.

Magistrate Coffey gives Building Permit Committee report

Fifth District Magistrate Billy Dean Coffey gave a report of the Building Permit Committee, without specific recommendations.

The committee was charged with recommending whether or not to appoint a residential building inspector.

Magistrate Coffey said that most local builders think the state will mandate residential buiding inspections, and, should that happen, he has found that most would prefer a local inspector.

Judge Melton noted that the county already has a commercial building inspector, Carly Fudge with Bluegrass Inspection Service of Columbia.

Magistrate Coffey said that he plans to have a recommendation ready for the June 2008 meeting.

County 911 Coordinator presents reading of roads

County 911 Coordinator Mary Allender presented road changes.

A second reading was given by Magistrate Sammy Baker and approved 6-0, grandfathering in CR#1243L, Garrett Road, off Melson Ridge Road, .1 mile. The road is one that has always been county maintained but, for some reason, had been left off the official county map.

A first reading was given to grandfathering in the Condy Young Road, CR#1251681, off Christine Road in District 2.

A first reading was also given to designating two roads in District 6 as Private Passageways, meaning the names will be on the official county map, but the roads are not county maintained. They are:
  • Morrow Lane, off Wagon Wheel Lane
  • J.B. Holmes Loop, off Holmes Bend Rd before Corbins Bend Road
The votes on both first readings were 6-0.

Lindsey Wilson College named 4th Recycler of the month

Lindsey Wilson College was recognized as the Recycler of the Month, the fourth named so far. The college is being credited with kickstarting the Adair County Recycling. "Their participation put the program in the black," Judge Melton said. "And their leadership helped get a tremendous amount of interest in the program. We can't thank them enough."Recyclers of the month now include Donna Hancock/Adair Progress, February 2008; Adair Food Pantry, March 2008; South Central Printing, April 2008; and Lindsey Wilson College, May 2008. Clerk Blair gets approval on budget change saving $6,200 net

County Court Clerk asked for and received budget line item changes which will mean a savings of an estimated $6,200 a year. "That will be added to our estimated excess fees," she said. Excess fees from the clerk's office are returned to the county general fund.

The net is after the Clerk's office has entered into a new archiving agreement and after anticipated replacement cost for the clerk's antiquated 16 year old telephone system. A recent problem with one of the phones made the Clerk aware that maintenance and repairs are no longer available on the phones.

Rarey gets support for request to get state grant for hangar re-instated

Adair County Airport Board Chairman John Rarey gave a report he had given to the May 5, 2008 Columbia City Council, concerning a funding problem when the Kentucky Aviation Commission, a part of the Kentucky Transportation Cabinet, reneged on the promise of $65,000 to help fund the Columbia-Adair County Airport's construction of a new 10 plane hangar.

He asked for help from the court, and Judge Melton told him she would write a letter to Kentucky Transportation Cabinet Secretary Joe Prather, to honor former Aviation Commissioner Paul Steeley's promise of $65,000 in state funds.

She said that Richard L. Walker, the Beshear Administration contact for Adair County, was upset with the withdrawal of promised support and had planned to contact Secretary Prather about the matter. "Mayor Bell is also working on it," she told Chairman Rarey.

Mr. Rarey told the court that Adair County is continuing to work on lengthening the runway. He said that Adair County needs the new hangar, already under construction, to help house Adair County aircraft now hangared at Campbellsville and at the Russell County airport. "We have more business aircraft regularly used than any of the surrounding counties," Chairman Rarey said.

He added that while the Airport Board can fund the construction of the $240,000 10-plane hangar without the state money it was promised, the money is needed to make the hangar cash flow positively immediately on opening.

Court approves minutes for April meetings

The court voted 6-0 to approve the minutes of the April 14 regular monthly meeting and the April 24, 2008, special called meeting.

CJE thanks those appreciative of those benefitting from ACRD

The Court unanimously approved the Road Report from Adair County Road Department Superintendent Jobe Darnell.

Sixth District Magistrate Joe Rogers commented that the Road Department had done an outstanding job. "We were even able to find Carroll Road and repair it," he said. He said that N. Feathersburg Road had been full of potholes, and that the road department had rrebuilt it." The road was completely completely rebuilt.

Judge Melton made a special comment on the road, "LuDora Perkins called me to thank us for removing trees along the side of the raodway" she said. "She had been really patient," Judge Melton said, "but when we fixed the road, she called to thank us."

The CJE turned then asked the magistrates if they had been getting thank you's from constituents about the road department, and they nodded affirmatively, with First District Magistrate Danny Goodin and Seventh District Magistrate Terry Hadley commenting about the good job the ACRD does.

"I want everyone in Adair County to know how much we appreciate their thanks for the job being done on roads," Judge Melton said. "When I first took office, most calls about roads were complaints, but that's changed," she said.

"But I don't want to take credit. That's due to Jobe and his crew," she said.

The county road department is now one of the best equipped county road departments in South Central Kentucky, she said. "They've got the staff they need. They are working in uniforms people have come to recognize. They are doing an outstanding job. I can't say enough about how proud we are of them."

Treasurer reports $1,207,757.88 in bank

The court approved the report of County Treasurer Barry Corbin with a 6-0 vote. Treasurer Corbin reported $1,207,757.88 in balances at the end of April, 2008.

Budget transfers approved.

Treasurer Barry Corbin asked for approval on two budget transfers, including $1,000 from the General Fund to 911, and $30,000 from the General Fund to the Jail Fund. The requests were approved 6-0.

Sheriff reports collections for April 2008

Sheriff Ralph Curry reported April tax collections of $47,920.22 for April, which included tax sales of $7,600. He said that tax bills were turned over to Adair County Court Clerk Sheila Blair at the end of April, 2008, and that 95 tax bills had been sold.

One court order approved

Judge Melton presented one court order authorizing payment of $1,000 to the Lake Cumberland Community Action Fund on behalf of Senior Citizen activities. The request was approved 6-0.

Jailer Knight reports

Adair County Regional Jailer Wm. "Bug" Knight reported $76,577.51 to be collected for April 2008. His report was approved 6-0.

PT Deputy Jailer hired

Jailer Knight requested that Marshall Fudge be hired as a part-time deputy jailer at $8.50 per hour. The action was approved 6-0.

Second readings of Jail Policy & Procedures revisions OK'd

The court approved in separate 5-1 votes, revisions to the Adair County Regional Jail's Policy and Procedures manual.The first has to do with restrictions on personal relations between jail employees and inmates. Sixth District Magistrate Joe Rogers voted against the revision, while Magistrates Danny Goodin, Sammy Baker, Perry Reeder, Billy Dean Coffey, and Terry Hadley voted for the measure.

The second measure makes the jail a no-smoking area. Magistrate Terry Hadley voted against the measure, while Magistrates Danny Goodin, Sammy Baker, Perry Reeder, Billy Dean Coffey, and Joe Rogers voted for it.

Agape House asks for funds

Rev. Greg Troutt appeared before the court and requested funds for Agape House, a pregnancy resource center located on Hurt Street.

Judge Melton reports in new business:

Judge Melton reported that Administrative Assistant Lisa Lee and FEMA representatives have complete reviews of the spring storm damage to Adair County Roads. She said the county now expects about $200,000 to be approved, with the Federal governement contributing 75% of that amount, the State 12.5%, with the balance coming from the county. The first $11,000 is approved and is expected in the next few days. In all, 96 county roads were damaged by flooding.

The judge was authorized to hire Casey Wilson as a part-time summer employee in her office. She will be paid $7.50 an hour.

Judge Melton told the court that she will be looking at getting a larger trailer to haul ACRD equipment. The new trailer would be paid for with a 50-50 matching grant.

The court authorized Judge Melton to sign a new agreement with the Administrative Office of the Courts on use of space in the Adair County Courthouse. The vote was 6-0
