Adair Justice Center on schedule, PDB told at Feb. 2008 meeting Excavation going well through good hard clay, little rock. Expected date of completion is June, 2009. Bill for inspection only item of major issue in February regular meeting By Ed Waggener The Adair Justice Center Project Development Board (PDB) was told yesterday afternoon that the project is on schedule and that no big problems have been encountered which will prevent the new courthouse from being completed by June 2009. The status report was given by President Wm. May of DLZ, KY, the architects for the firm. The project is now in the third month, Construction Phase, or Phase D, the fourth and final phase in the four-phase process for building the courthouse.Mr. May said that all permits except for the Kentucky HBC permit has been received; this permit requires submission of completed shop drawings, and those are coming quickly, he said, with 49 of 110 submittals received. Permit only issue of the evening CJE Ann Melton questioned a fee for a permit from Bluegrass Inspection Service, for $1,196 . The bill has been paid by Branscum Construction Company, and was included in the Russell Springs firm's $26,766.21 bill for "5% of Phase D. and some reimbursables for printing and permits." Branscum's bill was approved, but this morning Judge Melton was communicating with City Clerk Carolyn Edwards to determine if the correct fee schedule had been used by Bluegrass Inspection service. The fee is collected under a city ordinance which authorizes Bluegrass Inspection Service to collect it. Formerly, inspection of commercial projects in the City of Columbia was handled by the Lake Cumberland Area Development District. Adair County has had a request to have commercial inspections, but has taken no action on it. All of the money for the fee goes to Bluegrass Inspection Service. None to the City of Columbia. The PDB voted to approve all the bills contingent on the CJE making a final determination of the amount owed Bluegrass. Jeff Cook, representing Branscum Construction, said that his firm would simply reconcile that decision with Bluegrass Inspection Service. Other payments went to Spohn Associates, for $12,170; to Atless Metals Products, In, for $3,730.50; and to Gale Cowan as secretary for the February 26, 2008 meeting. The total of the bills presented was $42.716.21. Branscum Construction rep says work going well Jeff Cook of Branscum Construction gave the construction management report, showing the following progress:
Mr. Cook said that every was surprised by the site work. "The dirt was good. We had only good hard clay in the basement." he said. Color selection for interior, brick in next few months Mr. May said that DLZ will be working with Judge Weddle, Judge Loy, and Circuit Court Dennis Loy on color schemes for the interior. The interior color choices will be completed in early 2008, he said. Later, he said, brick samples and roof colors will be brought to the PDB for final selections. Besides Judge Melton, other members of the PDB present were Circuit Court Clerk Dennis Loy, Adair County Fifth District Magistrate Billy Dean Coffey, Administrative Office of the Courts representative Douglas Teague. Judge James G. Weddle and Columbia Attorney Marshall Loy, representing the Kentucky Bar Association were absent. Gale Cowan recorded the proceedings. Ronnie McCall, of the Administrative Office of the Courts, was present. He sits on the PDB if a quorum is not otherwise present. All of the report of the regular Wednesday, February 26, 2007 meeting.
