Adair County Fiscal Court meeting report, February 12, 2008 A lot of action in last night's session
By Ed Waggener In last night's Adair County Fiscal Court meeting, Donna Hancock, publisher of the Adair Progress, was honored as the very first Adair County Recycler of the Month. Judge Ann Melton told the court that the newspaper plant had supported the recycling center since it's inception. In response, Mrs. Hancock told the court she was surprised, "I thought it was the other way around. The recycling center is such a blessing for us." Judge Melton told the court that the recycling center had gone from a $27,000 cost in 2006, to less than $700 in 2007. And the CJE said, "We expect the Recycling Center to be in the black for 2008." Six Adair secondary roads scheduled for resurfacing Kentucky Highway Department Engineer Jeff Dick told the court that he expects the Road Eighty Bridge to be open late in May 2008, and the Columbia Western Bypass to be complete in the fall of this year. He said the state plans resurfacing work on State secondary roads in Adair County, including, in order of priority, on Jones Chapel Road, Glens Fork Road, Dry Creek Road, Knifley Road, and Young Street. The total funds available for the projects is $692,756. DETAILED CHART. See also, DETAILED MAP Road Superintendent Darnell reports on storm damage Adair County Road Superintendent Jobe Darnell said that last week's storm had caused extensive damage to county roads. "We'll be up in June to get them all repaired," he predicted. "It looks like every bridge and tile in the county was blocked by debris," he said. Darnell told the court that three roads were closed because of storm damage. The roads are L. Hancock, Purdy-Sano and Christine-Sano. The flooding washed away some shoulders and fills at bridge approaches, he said. Darnell said that ditching and shoulder work done at the direction of Judge Melton in 2007 prevented much greater damage to the road system than otherwise occurred. Judge Melton requesting emergency road funds Judge Melton told the court that she, Superintendent Darnell, and Administrative Assistant Lisa Lee have check roads around the County and the situation is serious. "We're going to apply for Emergency Funds from the Governor," she said. In other road matters, the Court tabled a second reading for a stop sign on Gradyville Country Club Road in District 4. Superintendent Darnell said that the sign, at the intersection of the Sneed-Burris road, was unneeded. "It won't work," he said. The matter was tabled until next meeting, after which the Mr. Darnell and Fourth District Magistrate Perry Reeder restudy the situation. The court approved a second reading to re-name CR 1912, now the L. Bennett Road. The new name is D. Reliford Road. The road is located in the Weed Community, off KY 768 in District 4. A first reading was given to changing CR 1391, Allen Sparks Road, to Kristie Lane. The road is in District 4. A hearing is set for March 3, 2008, at 8:00am. A first reading was given to a name change for CR 1330, now Stone Bridge Road, to become Pleasant Ridge Cemetery Road. A hearing date was set for March 3, 2008. The court also approved a second reading to rename CR 1728, now the W. Johnson Road, to be known as the R.W. Johnson Road. A hearing is set for March 3, 2008, at 8:00am. Jailer Knight reports big January 2008 Adair County Regional Jailer William (Bug) Knight reported January 2008 total billings of $101,216.22. Adair County's own cost for the month was $26,757.27, with 877 inmate days for the month. The largest number of incarcerations were the 961 inmate days for Class D inmates, for which the regional jail was paid $29,733.34. DETAILED ADAIR REGIONAL JAIL JAN. 2008 REPORT Jailer Knight said that he is building a fence around the Restricted Custody facility on KY 55 north. "The state doesn't require it," he said, "but the Judges want it and you said you wanted it." The fence will be built with inmate labor for approximately $1,200-$1,400 he said. Bids for an equivalent fence were over 10 times that amount, he said. The court is considering a new contract for medical care at the jail, but the matter was tabled for a later session. Jailer Knight came under sharp questioning about jail overtime. Members of the court suggested he expand the pool of part-time employees to reduce overtime. Full time jail employees cost the county approximately $25 per hour, including benefits, where part-time workers cost approximately $8.50 per hour. One new PT Deputy Jailer, Brianne Bryant, was hired at Tuesday's meeting. The court also approved a change in the Adair County Regional Jail Policy and Procedures manual to incorporate a new Mass Evacuation plan. The vote was 7-0. County will restudy transfer station policy Judge Melton appointed a three member committee to study the county ordinance requiring trash collectors to take trash to the Adair County Transfer Station. The county signed a 10-year agreement with the out-of-state operators during the Vaughan administration, and Solid Waste Coordinator said it was a mistake. "The county should be operating the facility ourselves," he said. The action came after Contractor Michael Dial gave a detailed report on his cost at the Adair County Transfer Station vs. hauling to Glasgow. "You're just raising the charges we have to charge Adair Countians," he said. The committee will be chaired by Second District Magistrate Wid Harris, with Seventh District Magistrate Terry Hadley and First District Magistrate Danny Goodin. Sinclair suggest the county do extensive research into the Transfer Station status, even to the possibility of setting up a new, county operated one. Court adopts new 911 wrecker policy The court unanimously adopted a wrecker call policy drafted by 911 Chief Dispatcher Lee Ann Roy. The policy rotates calls among qualifying wrecker operators, and requires compliance by the services with all KRS requirements. Chief Dispatcher Roy said that the new regulations were compiled from Campbellsville Police and Kentucky State Police guidelines. "It will greatly reduce our liability," she told the court. At Chief Dispatcher Roy's direction, the court approved the hiring of a new 911 dispatcher, Allison Burton, at $8.25 an hour. Court votes to authorize bidding for health insurance The court took three votes, with amendments, but finally agreed on a plan to advertise for bids for health insurance for county employees. Last year, no new bids were received because bidders did not receive renewal rates. The authorization by the court stipulated that CJE Ann Melton could required renewal rates be submitted. Rabon (Toon) Burton new water board member Judge Melton recommended Rabon (Toon) Burton to replace Adair County Water District Board member Doug Sapp. The nomination was approved on a 7-0 roll call vote. Burton joins Chairman Larry Legg and members Danny Downey, Mitch Harris, and Rudy Higginbotham on the five member board. Burton will participate in the board's next meeting on Thursday, February 14, 2008, at 6:00pmCT. The term is four years. After the meeting, Judge Melton said she had been so pleased that Mr Burton had accepted the post. "He's a good man." She said. "He's a member of a distinguished Adair County family. He's honest. And he's always served with distinction in every position he's held," she said. "The Adair County Water District is one of the most vital services we have, and it is entering an era where it means as much to economic development as any county service. I know Mr. Burton will be as enthusiastic and as diligent as he has been in all his endeavors. "He was born and raised in this couny and he realizes the importance of water. As a young boy, he remembers carrying water for his mother in a sandbucket from their 36' well. I believe Toon shares the same vision as others who want every Adair Countian to have the water they need." Judge Melton also said that it had been a difficult decision not to re-appoint Mr. Sapp. She said that the goals reached during Mr. Sapp's four terms on the board were remarkable. But, she said, she feels that all county boards should have term limits. Most boards have two term limits. Another factor, she said, was that she had not found where any other board member had served 18 years on a board, as has Mr. Sapp, who filled out two years of one term and was appointed to four more four year terms. County treasury has over $1.1 million cash on hand In the absence of Adair County Treasurer Barry Corbin, Judge Ann Melton gave the Treasurer's report. The County General Fund had $1,115,996.50 cash on hand at the end of January 2008, she reported. Adair Court Clerk Sheila Blair has good news for court Adair County Court Clerk Sheila Blair reported that her office is issuing a check for $190,964.87 in excess fees for 2007. The check represents a return of 95% of the excess fees generated by the office, Clerk Blair said. The check will go into the Adair County General Fund. CJE Ann Melton praised Clerk Blair. "We're really lucky to have such an efficient office," she said, adding, "In some counties, Fiscal Courts have to subsidize the office." On the downside, Clerk Blair said that the slowdown in the economy would likely change the situation for the coming year. Clerk Blair read from a prepared letter which replied to rumors about her handling of a change in insurance benefits for her staff. To read the letter in its entirety, Click Here Sheriff settlement is high Sheriff Ralph Curry announced an excess fees for 2007 of $39,581.23. The sheriff had presented the Adair County General Fund a check for 90% of that amount. The court agreed, in accepting the settlement, to pay off two remaining payments of $15,000 and $10,000 on a Sheriff's prowler lease purchase Sheriff Curry inherited from former Sheriff Steve Cheatham. Sheriff Curry said that he will be replacing one car in 2008, and will have to purchase a van when the new Adair Justice Center is opened to transport regional jail prisoners to new courthouse. Taxes still coming in Sheriff Curry said that county property tax collections for January 2008 were $317,131.62. But $191.81 has to be returned to the State In the one court order approved, CJE Ann Melton requested, and received court approval to issue a refund check to the Kentucky State Treasury in the amount of $191.81 in litter abatement funds which were not spent. Court receives Green River Animal Shelter Report The court received a detailed January 2008 Statistics report from the Green River Animal Shelter, which showed collections of $2,713.50 and expenditures of $2,890.81 plus utilities, salaries and vehicle. In January 2008, the center had 5 incoming cats and kittens, and 218 dogs and puppies. Forty animals were adopted, 10 went to rescue, and there were 177 euthanizations.DETAILED REPORT No District 8, polling it brings moment of levity Popular Adair County CJE Administrative Assistant Lisa Lee recorded the session and provided one moment of levity, when, in the roll call, she polled "District 7" and then "District 8." There is no District 8. The Administrative assistant quickly caught the error as soon as she said it, and went to the next district in the rotation, "District 1." Attendance high As with almost all of the sessions in the Ann Melton administration, this one was well attended. "This is the way I like it," Judge Melton has said. "I wish we had enough people interested in the meetings that we'd have to hold it in the Adair County High School gym. More than any other government entity, Fiscal Court provides the most public-friendly, conveniently located venue, with comfortable inviting facilities which, so far, as easily accommodated the public. All seven magistrates were present. Among present were County Attorney Jennifer Hutchison-Corbin, Sheriff Ralph Curry, Jailer Wm. Knight, County 911 Coordinator Mary Allender, Chief 911 Dispatcher Lee Ann Roy and Dispatcher Justin Bailey, County Solid Waste Coordiator A.L. Sinclair, County Roads Supervisor Jobe Darnell and Lonnie Page and Adair County Solid Waste contractor Michael Dial, and members of the media.
