    The Adair County government's presence in downtown Columbia, and its impact on downtown revitalization grew dramatically in a surprise land purchase which followed a lengthy executive session.

    When the magistrates returned from the session at 9:25pmCT, the court voted, 6-0 with one abstention, to buy property at the corner of Merchant and N. High Streets, with access to Adams Alley, from Elbert Burton for a total of $70,000.



    Magistrate Danny Goodin (1) abstained because his kinship to Mr. Burton, he said.

    The land includes one small building, whose lease will be honored. It also includes the site of the old Burton Auto Parts building, which was destroyed by fire a few years back. It includes all the property in the area bounded by Monroe, Merchant, Adams Alley, and N. High Street except the Cooper Chiropractic vacant lot where the old mill building stood at the corner of Monroe & Merchant and the garage north of it, the Charles Burton laundromat building (one-time Willis Dry Cleaners building) and small graveled area behind, and the small parking lot at the corner of Adams Alley and N. High Street.

    The property will serve many purposes including parking for the public, the new Adair Justice Center and the new 911 building, Judge Melton said. "And we may be short of room if we are able to work out an arrangement with Lindsey Wilson College to manage the old courthouse building."

    "When the justice center is open, there will be only two offices left in the courthouse, and we can't afford to operate the building just for that," she gave as the reason for the negotiations with Lindsey. "We may need to build additional office space, and we'd have no place to do it without the this property." The two county offices which would remain are those of the Adair County Sheriff and the Adair County Attorney.

    She praised Mr. Burton for the remarkably low price he asked. Magistrate Wid Harris (2), who moved the purchase be made, said after the meeting that he thought Mr. Burton had been generous with the county. "I would have given a lot more, myself," he said. Magistrate Harris owns property in downtown Columbia and keeps abreast of values.

    County will finance with KACO

    In a separate action, the court voted 7-0 to finance the purchase with a loan from KACO, the Kentucky Association of Counties. That vote was unanimous, as well.

    Groundbreaking will be January 22, 2008, for Justice Center

    Judge Melton announced that the groundbreaking for the new Adair County Justice Center will be Tuesday, January 22, at 1:00pmCT, in the Columbia Adair County Fire Department building on Merchant Street, which is adjacent to the construction site.

    Judge Melton asked that everyone attend.

    New lease for Annex Upstairs

    The court voted unanimously to lease the second floor of the Annex Building to the state Social Services department for up to 8 years, at $27,528 a year plus approximately $5,600 per year as a pro-rated portion of the Annex' utilities bills. The lease payment is based on 4,400 square feet, 1,300 square feet less than the floors total area.

    Judge Melton said that the county will pay off the Annex Building, constructed in the administration of Judge Richard L. Walker, soon.

    Magistrate Wid Harris (2), moved the lease arrangement with the state be accepted. "There's talk of consolidation of some agencies," he said. "We'd better lock this in now." On a second by Magistrate Terry Hadley, the court voted 7-0, on a roll call vote, to enter the lease agreement.

    LPNs to be hired for Adair County Regional Jail

    Also following the Executive Session, the court voted 7-0 to hire two Licensed Practical Nurses for the Adair County Regional Jail. One is to be part-time, one full time. With no discussion of the matter beyond the vote, it could be inferred that the matter was discussed in Executive Session, along with the real estate discussions, as Regional Jailer William "Bug" Knight and Adair County Solid Waste Coordinator A.L. Sinclair, were summoned to the session. Sinclair has inmates in his custody in clean-up work.

    Westlake Regional Hospital gives extensive report on expansion project

    Westlake Regional Hospital Administration Rusty Tungate, accompanied by four of the five Adair County Regional Hospital Board of Trustees, his assistant Cindy Meyer, Medical Director Dr. Gary Partin and his wife Dr. Beth Partin, Marketing Director Pauline Davenport, and Architect Steve Wiser gave an impressively stage managed presentation outlining the hospital's history, its economic impact on the community, and the plans for a $19.5 million third floor expansion for the hospital.Because of the length of the presentation, it will be presented in a separate article.

    A.L. Sinclair gives annual report on Solid Waste pickup for 2007

    Adair County Solid Waste Coordinator A.L. Sinclair told the court that the roadside cleanup campaign is making headway, with more miles of road cleaned, with fewer bags of garbage being picked up. The total, he said, is down approximately 1/3 from the previous year.

    In 2007, the crews picked up 3,995 bags of trash from 485.93 miles of Adair County Roadways. The previous year, he said, he and his workers picked up over 5,000 bags.

    He announced that he has received the funding for the county's 2008 PRIDE check, and that it is up over $2,000 above the $36,000 received in 2007.

    The report said that in 2007, county equipment used was valued at $11,000, meals for inmate workers totaled $3,751.89, consumable supplies cost $6,641.82, contract services were $11,439.00, disposal costs wer $1,484.20, inmate cost was $15,958.73, and education wa $1,342.71, and inmate reimbursements were $721.25

    The report showed a net cost to the county, above PRIDE costs, of only $1,928.56.

    With the receipt of the 2008 money, Mr. Sinclair said that his crews will return to work immediately cleaning the counties roadsides. Judge Melton publicly commended the Solid Waste Coordinator for the outstanding job he does.

    Jail reports $102,292.03 gross billing

    Adair County Regional Jailer William (Bug) Knight reported gross billings for the month of December 2007 at $102,292.03, less $24,163.92 for Adair County. With additional charges, of $1,221 booking fees, $1,178.40 for medical fees, $3,351 other items, and 3,798.42 in other fees, the net billing for the ACRJ was $87,878.18, an annualized rate of $1,034,694.70. However, the report given in open court did not give the 2007 total.

    The jail report was approved unanimously, 7-0, on a motion by Magistrate Danny Goodin (1), seconded by Magistrate Terry Hadley (7).

    Jason Harris hired as deputy jailer

    The jailer asked for and received unanimous approval to hire Jason Harris as a Deputy Jailer at at rate of $8.00 per hour.

    Court orders approved

    Two court orders one of which also applied to ACRJ operations, were approved, unanimously, 7-0, on two separate votes:
    1. The first was to give Judge Melton's office permission to reclassify Lee Ann Roy as 911 Head Dispatcher, at a pay rate of $9.25, the current pay rate for the Head Dispatcher's position. "She's been in the position for a month now," Judge Melton said. "She's already saved the county money with her scheduling skills," the CJE said. "She's doing a fine job." The court agreed.
    2. The second court order gave Jailer William (Bug) Knight permission to issue a check transferring $8,205.41 from the Jail Canteen Fund to the Adair County Jail Fund. That, too was unanimously approved.
    Judge Melton told the court that a third court order, for $1,500.00 for a rental fee, was rescinded because the land owner requesting the fee had decided to waive the rental as a gesture to the county. She did not elaborate further.

    Court votes to replace two dump trucks

    The court voted to lease two new 2008 Mack trucks at $103,000 each. The trucks will replace two one year old trucks which have 16,000 on them. The trucks are purchased under program with Worldwide Equipment Company, whose representative, Jim Dotson, was at the meeting.

    Last year, the trucks bought under the program cost $8,000 for the year. Under the program, county governments lease the huge trucks at favorable rates, then allow Worldwide to arrange an auction at the end of one or two years. The trucks are sold, generally, to commercial contractors and usually bring favorable prices, occasionally fetching, Mr. Dotson said, more than the original costs.

    This year, Mr. Dotson promised, Adair County will get new trucks with no lapse between leases.

    On a motion by Billy Dean Coffey, seconded by Wid Harris, the court voted 7-0 to purchase two new trucks under the program.

    County Disaster Management Coordinator, SAR team director reports

    Adair County Disaster Management Coordinator and Search and Rescue (SAR) team director Greg Thomas gave a brief report on the newly organized Search and Rescue Team.

    He said the new unit had had approximately $10,000 in the bank, less approximately $3,300 which it has spent on radio equipment.

    The new unit is functioning well, he said, and had responded to a couple of calls.Thomas said that he is expecting the unit to receive $45,000 in Homeland Security Funds by the end of June, 2008.

    The unit has approximately 23-25 members. "We had more sign up," he said, "but all the members were on a six month probation period in which they had to show up for meetings and attend all classes." He added, "Some signed up, but never showed up again. They are being removed from the the team."

    Sheriff's tax report approved; other sheriff office matters approved

    Adair County Sheriff Ralph D. Curry received unanimous approval of his tax report for December 2007. In the month, Sheriff Curry reported collections of $642,570.50.

    Also flying through on unanimous votes were:
    • The first reading of the Sheriff's 2008 Budget, which allowed a 3% salary increase and no other major changes from the 2007 budget
    • Approval of the Sheriff's 2008 order setting Deputies and Assistants Maximum amounts, capped at $189,057.
    • Approval to loan $12,000 to the Sheriff's Department to meet the January Payroll. The loan to be at 0% interest, to be paid in full by April 1, 2008
    • The Sheriff's 2008 Advancement and Advancement Bond
    Sheriff Curry said that he needed the advancement because he starts the money with exactly nothing in the sheriff's office till. Any money left over at the end of the year is paid to the county, he said.

    When he took office in one year ago, he told the court, "I changed the payroll from one time per month to twice monthly, as state law requires."

    Judge Melton had recommended the court approve the loan, and said, "I would be surprised if Sheriff Curry doesn't have a pleasant surprise for us in a few weeks," an indication that she knows Sheriff Curry's record of beating deadlines.

    The exact amount of the sheriff's excess fees return has not been fully determined yet, but that money, which the sheriff cannot use to pay the first payroll, is expected to be unusually large, for the sheriff's department.

    The sheriff said that the drug fund, the money from confiscations, is growing, but did not give an estimate to the court. He did tell a questioner on the court that the money could not be used for any purpose but to combat drugs.

    One county road to be renamed

    County 911 Coordinator Mary Allender submitted only one item in the reading of the roads. It involved the a name change for a road in Magistrate Perry Reeder's District 4. L. Bennett Road will be renamed D. Reliford Road. A hearing date was set.

    Treasurer Barry Corbin's report approved

    County Treasurer Barry Corbin reported a general fund balance of $1.081 million at the end of December 2007, with $70,300 in payments to be deducting, for a net cash balance of $1,010,700. His report was approved 7-0, on a motion by Magistrate Wid Harris (2), seconded by Magistrate Billy Dean Coffey (5).

    Budget transfer approved

    A budget transfer of $15,000 from the General Fund to the Jail Fund was approved, 7-0, on a motion by Magistrate Joe Rogers (6), seconded by Magistrate Perry Reeder (4).

    Grant application approved for Mt. Carmel, Arnold's Landing improvements

    Judge Melton asked for approval to apply for a grant for playground equipment and picnic tables for the Arnold's Landing and Mt. Carmel recreation areas on Green River Lake. Last year, she reminded the court, the county received a Land Water Conservation Grant for adding lighting and pavilions at the two sites.

    A motion to approve was made by Magistrate Terry Hadley (7), with a second by Magistrate Joe Rogers (6), with a 7-0 roll call vote.

    Court approves second reading of Amendment to Solid Waste Ordinance

    The court unanimously approved the second reading of an amendment to the county's Solid Waste Ordinance. Essentially, the amendment requires all garbage haulers operating in Adair County to deliver the waste they pick up here to the Adair County Transfer Station and to have garbage completely covered by tarps or similar restraints while the trucks are in motion.

    The court voted 7-0, on a motion by Magistrate Joe Rogers (6), seconded by Magistrate Danny Goodin (1) to approve the measure.

    Later in the meeting, Judge Melton recognized solid waste contractor T. Dial, who said asked that the county restudy the measure. "You're only getting $500 a month from the transfer station," he said, "and this measure won't raise that amount by any significant amount." He said that he'll have to raise customer fees if he can no longer haul to Glasgow, where the cost per ton is much less.

    Judge Melton agreed to study the matter.

    Lonnie Page gives road work report

    The Adair County Road Department was delivered by Lonnie Page in the absence of Adair County Roads Superintendent Jobe Darnell. Page said that a new backhoe for the department should be in by the end of the month.

    The road report included a very large number of routine county road maintenance jobs, including replacing signs, shoulder build-up work, putting in tiles, cutting roadside brush and removing some trees. "We graveled a whole lot of mail box pull-offs," Page said.

    Judge Melton said that the mail box work was done at the request of the Columbia Post Office.

    Professional dues payment approved

    The court unanimously approved County Attorney Jennifer Hutchison-Corbins request for payment of the office's County Attorney Association fees. Judge Melton said that Fiscal Court has historically paid all professional membership dues for all the offices. She requested, and, the court approved a resolution to put the county attorney's professional fees in the budget next year, as it already does for other offices, and the court agreed.

    Residential building inspector re-scheduled

    Residential building inspector Carley Fudge was scheduled to appear at the meeting, but Judge Melton said his presentation would be tabled until a later meeting, at Mr. Fudge's request.

    Second reading of Clerk's budget approved

    The court routinely and unanimously approved the second reading of the budget for the office of Adair County Court Clerk Sheila Blair.

    Court approves minutes of three meetings

    In three separate votes, the court unanimously voted to approve the minutes of 1) the December 11, 2007, regular meeting; 2) The December 20, 2007 Special Called Meeting; and 3) the December 27, 2007 Emergency Special Called Meeting. All were approved unanimously on roll call votes

    Second reading of Amendment to Dog License Ordinance approved

    The court voted 7-0 to approve the second reading of the Dog License Ordinance, which expands sale of the licenses to veterinary offices in surrounding counties. The motion included an amendment to add Casey County, which had been inadvertently omitted.

    Court approves re-appointment of Doug Campbell to airport board

    The court unanimously approved Judge Melton's re-appointment of Doug Campbell to a new four-year term on the Columbia-Adair County Airport Board. Board appointments are made by both the city and county. The 7-0 vote came on a motion by Magistrate Terry Hadley (7), seconded by Wid Harris (2).

    Magistrate Terry Hadley low bidder on surplus ACRD truck

    In a re-bid on surplus Adair County Road Department truck #12, a 1991 Dodge, two bids were received:
    1. Terry Hadley, $413.00
    2. Sherman W. Burton, $407.00
    On a motion by Magistrate Danny Goodin (1), seconded by Billy Dean Coffey (2), the truck was sold to the high bidder, Magistrate Terry Hadley. The vote was 6-0, with Hadley abstaining.

    Bills and late bills approved

    The court gave unanimous approval to the payment of bills and late bills on a motion by Magistrate Sammy Baker (3), seconded by Billy Dean Coffey (2).

    Meeting long, well attended

    The meeting was a marathon, and was not concluded until 9:40pmCT.

    It drew one of the largest crowds ever, including three members of the Columbia City Council, June Parson, Edwin Taylor, and Linda Waggener. All seven court members were present. In addition, among those not previously mentioned, were Administrative Assistant Lisa Lee acted as secretary, and recorded roll call votes. Adair County Hospital Board Members Mitch Harris, Jim Evans, John Nall, and Bradley Irvin were also present.
