Adair Fiscal Court awards 911 Center contract to Mi-Di Contract approved with Mi-Di Construction Co., Columbia, KY, with building to be complete in 160 days. Work should start day after Christmas. Bid opening draws some excitement as court votes no on considering bid which arrived 4 minutes past the deadline. With photo(s) By Ed Waggener ColumbiaMagazine.com story Mi-Di Construction Co, Columbia, KY, was awarded the contract to build the new Adair County 911 Dispatch Center. The vote to accept was the second vote of the morning, following a vote to decide where a second bid, delivered after the deadline, would be considered. Mi-Di, owned by Mike Newton and Dicky Walker, bid $294,800.00. It was the only bid received by the deadline, 10:30amCT, for the Thursday, December 20, 2007 Special Called meeting of Fiscal Court. The second bid was delivered four minutes after the deadline and after the Mi-Di bid was opened, was not opened. County Attorney Jennifer Hutchison-Corbin advised the board that it was her opinion, after reading the bid advertisement, that the bid was not received on time. Fiscal court voted 6-0 not to accept it. The 6-0 unanimous vote came with the yes votes of Magistrates Danny Goodin (1), Wid Harris (2), Sammy Baker (3) Perry Reeder, (4), Joe Rogers (6) and Terry Hadley (7). Magistrate Billy Dean Coffey (5) was unable to attend. The construction at the Corner of N. High Street and Adams Alley, on the site of the Old Icehouse, is for a building reduced from approximately 900 square feet, from approximately 3700 square feet (56'x44'), after the over $300,000 bids was deemed too high and the project was rebid. The building to be constructed will be two feet narrow (34' to 32') and 12 feet shorter (56' to 44'). In addition, the final version will have ceilings of nine feet downstairs instead of 10 feet. There will now be four work stations instead of five. Fiscal Court is facing the cut-off, on June 30, 2008, of an $80,000 Homeland Security Grant is the building is not ready by June 30, 2008. That fact, and an impassioned plea from Adair County 911 Coordinator Mary Allender to either build the building as designed, or not build it at all. "I've always told the truth to you," she told the court, "and I can't see way the building can be cut down anymore and still be adequate for the work." The vote to accept the bid was by the same vote as the vote not to consider the bid which was submitted late, coming again with with the yes votes of Magistrates Danny Goodin (1), Wid Harris (2), Sammy Baker (3) Perry Reeder, (4), Joe Rogers (6) and Terry Hadley. The earlier bids on the larger building had a low bid of $329,000. On that earlier bid, the Mi-Di company bid $358,000. Mi-Di ready to start work immediately; Mr. Walker told the court that he was ready to start the work immediately and that he saw no problem completing the work in the 160 days allowed. With that, there is a cushion of 20 days or so. Judge Melton said that all the paperwork on the contracts should be ready for completion on December 26, 2007, at which time Mi-Di will begin construction. Judge Melton said that building the structure will make the county budget very tight, but, she said, "We're going to do it without borrowing money, and we'll pay for it while I'm county judge executive." County will have major telephone savings with new equipment in new building Major savings for the county will be the benefits of being able to time into the Kentucky State Police Communications network at Post 15 in Columbia, KY. "We used to have to make long distance calls totalling $400-500 a month," Judge Melton said. "With the new building and its equipment, we won't have to make those long distance calls." Second readings, budget amendments, approved In two separate votes, the court approved budget amendments required because of two road grants from Gov. Ernie Fletcher the last weeks before the November 2007 election. The two budget items which totaled approximately $1,300,000. The votes on these routine matters was, again 6-0. The motion to adjourn the meeting came 43 minutes after its start, at 11:13amCT, on a motion by Magistrate Terry Hadley. Sinclair, and contractor Steve Roy, as well as other previously mentioned and media representatives.
