Quiet in Columbia as all await jury decision in trial of trooper There is an almost eerie quiet in Columbia at this hour, with hardly any traffic moving, apparently because of the wait for a decision from Liberty, KY. The case grows out of the death, on June 4, 2007, of Billy Phillips, following an incident at the Adair County Regional Jail, on Friday, June 1, 2007. The spokesperson said that the jury started deliberations at about 10:30am, Casey County time. "All that was done this morning was closing arguments."
