Gov. Fletcher appoints 1st District Magistrate - but in Wayne Co. Still no indication that Governor will appoint First District Magistrate before election Governor Ernie Fletcher has appointed Jerry R. Sloan, of Monticello, as magistrate for the 1st District of Wayne County.Sloan is a farmer who previously served as Wayne Countys 1st District Magistrate. He is a member of the local Masonic Lodge and Lions Club and Mount Zion Baptist Church. He is a graduate of Wayne County High School and is married to Cynthia R. Sloan.The 1st District magistrate office has been vacant since the death of Glen Parmley in July. Sloan will serve the remainder of the term in accordance with the provisions of Section 152 of the Kentucky Constitution. There is still no indication that Gov. Fletcher will appoint a Magistrate to fill the vacancy in the First Magisterial District of Adair County. The vacancy occurred with the resignation of Magistrate Roger Stephens.
