Death certificate lists Billy Phillips as victim of homicide

A spokesperson in the office of Fayette County Coroner Gary Ginn said this morning that the death certificate for Billy Phillips was signed this week and that the "cause and manner of death is listed as a homicide." He would not elaborate beyond that, but to say "That is public record," adding. "There is an ongoing investigation," he said.

A death certificate has three boxes for "Cause and Manner of Death." One is for "Natural Causes." Another is "Suicide." And another is "Homicide."

The spokesperson said that the death certificate was being forwarded to the funeral home and to the Kentucky Department of Vital Statistics.

Billy Phillips died July 4, 2007, at the University of Kentucky Medical Center, Lexington, KY, following an altercation at the Adair County Regional Jail while in the custody of Kentucky State Trooper B.J Burton.

Trooper BJ Burton has remained on duty since the incident.

The matter is under investigation by an internal Kentucky State Police unit.
