Fletcher By Ed Waggener Earthworks, Inc., was awarded the contract for the tear-out of the Short Creek Bridge following bid openings at 9:00am this morning, Friday, July 6, 2007.
Earthworks was the lowest of three bids, all of which were very good, Adair County CJE Ann Melton said after designating Earthworks to do the work. The tear-out must be completed by July 16, 2007, as specified by the bid announcement, she said. "Earlier than that, if possible," she said, "We want the new bridge to totally ready when school opens." Adair students start school on August 9, 2007. "We're hoping the whole tear-out and construction process will take no more than 3-4 weeks," she said. In the meantime, she said, an announcement will be made on the radio stations and other media as to Earthwork's start date and consequent closure of Dunnville Road at the bridge construction site only. Dunnville Road itself will remain open otherwise. Signs, already in place, will be unveiled at the time the tearout begins. They have been posted on both ends of the Adair County portion of Dunnville Road and on the Dunnville Road at the Eunice-Dunnville and Damron Creek Road. Actually construction will be done by the Adair County Road Department under the supervision of ACRD head Jobe Darnell, except for some crane and concrete work. Earthworks bid less than half next lowest Earthworks bid was less than half the next lowest bid, according to CJE Administrative Assistant Lisa Lee. The three bids opened were as follows:
The new span will replace a span originally constructed in the 1930s, Lisa Lee said. "They built it with hand-mixed concrete." The present bridge is not in any danger of collapse, but the wing walls are showing heavy deterioration. Larry Carta of Earthworks said that state engineers told him that concrete hardens for 40 years, "And then it deteriorates for 40 years," he said. That means that the old bridge concrete was hardening until sometime in the 1970s, and has been in a decay process since. Judge Melton said that the heavy push to improve Adair County Roads this summer is based on many factors, but the greatest would be the need to have them in better shape for the county's school buses. Besides rebuilding bridges, the county has accelerated efforts to improve drainage with new ditching. "When water flows over the roadways, there's more danger of hydroplaning and, in winter, ice sheets--those are safety factors," she said, "but ditching also saves money in the long run. If water gets under the chip-and-seal or blacktop, whole sheets of paving float away," she said. "Then we have to spend tax money to repair roads instead of building them." The new bridge is being built 75-25 matching funds from the Governor's Emergency Road Fund. A check for $75,865 was received Monday, July 2, 2007, Judge Melton said.
