Columbia-Adair Water District Hires Larry Rooks

Plant is slightly ahead of schedule; should be manufacturing water by September. Commission accepts UCB's low bid for short term loan. July meeting one week later than regular schedule.

By Ed WaggenerWith the prospect that the new Adair County Water Treatment can be online as early as September, 2007, the Columbia-Adair Water Commission hired 28 year water plant operations veteran Larry Rooks to be the first water plant manager.


Rooks, who is now a consultant and has retired from the Columbia Utilities Commission, was chosen from seven applicants, all excellent people who were fully capable of handling the critical assignment, according to Lenny Stone, General Manager of the Adair County Water District which will manage the plant.

The action was taken at the Columbia/Adair County Water Commissions regular second Thursday monthly meeting, held at 4:00pm CT, June 14, 2007, in the Board Conference Room at the Adair County Water District office on Grant Lane.

Rooks will be paid $40,000 a year, and will be provided a vehicle and a cell phone.

His start date will be "the day we start producing water," Stone said. But he'll be available in the interim, Stone assured the Board. Stone said that Jim Williams, General manager of the Columbia Utilities Commission, for who Rooks now works as a consultant, has assured him that Rooks will be available anytime pre-opening details arise.

The two other finalists were Barry Back and Gordon Price.

The Commission will consider applicants for Rooks' staff at its July meeting, which will be held on Thursday, July 19, instead of the regular monthly meeting date of July 12, 2007.

Rooks knows "how to make water"

Rooks' hiring was recommended by Stone, who noted that he had the experience necessary to do the job. "He's been with Columbia Utilities since 1979. He's been there. Seen that. Done that. He knows how to make water."Stone said he wanted the water plant managerr to be hired first, so that he could help with the hiring of water plant operators. The vote to hire Rooks was 4-0, on a motion by Member Larry Legg, and seconded by Treasurer Robert Flowers, with Chairman Rudy Higginbotham and Member June Parson also affirming. Member Junior Brown was unable to attend.

Construction a little ahead of schedule

Dave Bowles, with Monarch Engineering, Lawrenceburg, KY, told the Commission that construction is at least slightly ahead of schedule. "We're looking at producing water by September," he said. Bowles showed the group seven aerial photos taken by Lenny Stone on May 31, 2007 to illustrate the progress.United Citizens Bank is low bidder for interim loan

Mr. Stone said that $66,500 had to be borrowed to meet a scheduled construction payment. Three local banks had given bids on the loan. The lowest was United Citizens Bank of Southern Kentucky, Columbia, KY, at 4.9%. Treasurer Robert Flowers moved that UCB's offer be accepted and Commissioner June Parson seconded. The vote was 4-0 in favor. The loan is short-term, and will be paid when other construction funding is received.

Finanacial update

A financing breakdown was distributed at the meeting, which showed that 64.70%, or $9,057,500.73, of the $14 million budget for the plant construction has now been used.The plant is being financed by a $2 million Rural Development Grant, a $3,480,000.00 RDA loan, a $1,500,000 Kentucky General Assembly Grant, a $2 million Community Development Block Grant, a $4,520,000 KIA Loan at 1% from Fund F; and Federal, State & Tribal Grant of $500,000. Of the remaining funds available, most is in the latter two funds.

Robert Flowers, treasurer, took time to commend Lenny Stone, Dave Bowles, and Jennifer Carter on the outstanding job each is doing.
