First District Magistrate Roger Stephens resigns

He was an Independent voice on court who always did what he thought was right. He's taking position with Kentucky Highway Department. Resignation is effective immediately. He was independent, and respected.
Party naming process will pick nominees for Fall 2007 election. Names must be filed in County Court Clerk's office by 4:00pm August 14, 2007, Secretary of State office spokesperson Mary Ann Helm says.

The Adair County Fiscal Court lost a straight shooter, one of its most independent voices ever, with the resignation of First District Magistrate Roger Stephens, who handed in a brief statement to Adair County Finance Officer Gale Cowan this morning in the office of Adair County Judge Ann Melton.

Stephens will be taking a position with the Kentucky Department of Highways at its District 8 headquarters in Somerset in the Permits Department. The job will mean daily travel to the office there, Mr. Stephens said. "But it is something I've wanted for a long time."



Stephens called Judge Ann Melton in Florida, where she is vacationing, to tell her of his plans. The two were often on polar ends on many issues, particularly when it came to the Judge's efforts to bring all road work in-house. Stephens believed in a smaller Adair County Road Department with the hiring of independent contractors to fill in; Judge Melton is presiding over a major expansion of the ACRD's capabilities.

Despite those differences, Judge Melton said that she respected Stephens and that the court will be quite changed with his absence. "He will certainly be missed," she said. "We had our differences. But he always did what he thought was right, and I did what I thought was right," she said. "Roger Stephens will certainly be missed."

New job one he has wanted

He had worked for a short time in the administration of Gov. Louie B. Nunn. When Tom Emberton lost the 1972 race to Democrat Wendell Ford, the highway barn was replaced with Democrats. "There wasn't any Merit System back then," he said.

The resignation was effective this morning. The brief letter, dated June 13, 2007, said, "Effective immediately, I am resigning my position as Magistrate of District 1. I am resigning to accept a position with the Kentucky Department of Transportation." It was signed, "Roger Stephens."

The plain-spoken court member had served the First District, comprised of Little Cake, Eunice-Pellyton, and White Oak. Precincts for 13.5 years. He was first elected in 1994, the same year Judge Jerry Vaughan came to power. In that year, he had 10 Republican opponents in the primary and a fall race after two Democrats filed. The incumbent, Woody Goodin, didn't seek re-election that year.

In 1998, he beat two opponents, Charles Shepherd and Gene Dale Holmes to retain the seat.

In 2006, he was again opposed by Charles Shepherd in the Republican primary. He won that one, but Gene Dale Holmes changed political affiliation and filed as an Independent in the fall, but Stephens retained the seat.

Even though he is a staunch Republican, he had an independent mind. His votes on Fiscal Court were always what he thought to be right, whether the idea was that of a fellow Republican or a Democrat.

Election for balance of term will be in November 2007There is the possibility that the vacancy might not be filled until that election, she said. When Fifth District Magistrate Junior Brown resigned earlier, Governor Fletcher took approximatley six months to appoint Billy Dean Coffey to the post.

Mary Ann Helm, in the office of Secretary of State Trey Grayson said the unfulfilled term will be on the fall ballot. "It's a party naming process," she said, "the two parties would meet and pick candidates, she said. "They have to file with the county court clerk by 4:00pm on August 14, 2007." She said that the winner take office immediately after her or his election is certified by the Adair County Board of Elections."
