P&Z Board of Adjustment asks church to submit drainage plan

Church in Jesus' Name is assured of conditional permit to build on Tutt Street once plan showing now drainage, run-off will be handled.

"Everyone, including your neighbors who are here today, want to see you build your church," Chairman Joe Flowers of the Columbia Planning & Zoning Board of Adjustment told Elder Richard A. Brown of the Church in Jesus' Name, "but we do want you to file a letter stating how you'll make sure there's no increase run-off."



The statement was made a the close of a hearing at which Elder Brown asked for a conditional use permit for property at 454 Tutt Street, often called the "Yates property," from its days as the headquarters for Hugh Yates Drilling Co. Elder Brown and his church, which now meets in a Sue Rowe property at 108 N. Reed Street, sought a conditional permit to build a 2,400 s.f. building to serve as a new church there. The property is already zoned C-3.

The other member present, Edgar Troutman, agreed with Chairman Joe Flowers. "That's sound thinking," Mr. Troutman said. "Drainage is a serious matter in Columbia." Member Billy Wheat was not present for the hearing.

The meeting was held Wednesday, April 4, 2007, at 4:30pm.

Others at the hearing voiced the same opinion. Each favored a church at the property, but none wanted to see an increase in the rate of run-off following rains.

Karen Thomas, whose father was William Lewis, said she couldn't think of anything which would have pleased her father more than to have been able to wake up and see the church across the street.

Donald Lasley, whose father lives on Tutt Street near the proposed Church, said he didn't have any opposition to the church. "I think it will be an asset, but if it moves, I'd have a concern." Elder Brown assured him that the church had every intention of remaining in the neighborhood for the foreseeable future.

Flowers told Elder Brown assured Elder Brown that stands in the way of the permit. On neighbor, who said he favors the church, said, "I'd love to see the church built," he said, "But my only concern is the water. The tile fills up with water as it is, from the Yates property.

The concern for drainage had to do with the possibility of increased runoff due to additional paving and additional roof design and roof area.

Runoff from the Jamestown Street Side of Tutt Street to the Columbia Utilities Building flows into the Town Branch, which sometimes floods parts of Hurt, the end of Fortune Street, the culvert on Jamestown Street, property at the foot of Lindsey Hill, and at the Branch's crossing by Columbia Tire and Recapping. The latter has been somewhat alleviated by cleaning out storm sewers, however.

Flowers told Elder Brown that the P&Z Board of Adjustment would hold a meeting on short notice to facilitate his request.

Flooding increases at residence at foot of Fortune Street each time a new building is constructed a tree is cut down, thickets are destroyed, new pavement is added, or there is overmowing up the hill from 122 East Fortune ST.
