Proposed City Ord. No 920.80 Zoning Permits & Applications adjustments

The text for the changes to the City of Columbia Zoning Permits and Applications for Zoning Changes or Adjustments, which were presented by Mayor Pat Bell for a first reading last night, Monday, April 2, 2007, meeting of the Columbia City Council is printed in its entirety below It is printed as a community service:


ORDINANCE NO. 920.80
AN ORDINANCE OF THE CITY OF COLUMBIA, KENTUCKY AMENDING RATES TO BE CHARGED FOR ALL ZONING PERMITS AND APPLICATIONS FOR ZONING CHANGES OR ADJUSTMENTS


The City Council of Columbia, Kentucky, adopted Ordinance No. 920.30 February 10, 1994 Amending Ordinance No. 920.1, which provided for zoning within the City Limits and Ordinance provided that all applicants must pay a fee when the applications are filed which complies with a Schedule of Fees to be established by the City Council.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA, KENTUCKY, that the Amended FEE SCHEDULE is hereby adopted as follows:


FEE SCHEDULE
Existing fee in italic, where applicable

1. BUILDING PERMITS

A. Single-family and duplex dwellings including all Type A manufactured homes and Type B manufactured homes placed on a permanent masonry foundation.

Fees shall be calculated by the gross square footage of all stories, including attached garages.
  1. New Construction: $20 $50 plus $.03 $.04 per square foot.
  2. * Additions and remodeling: $10 $20 plus $.02 $.03 per square foot.
    * Fee may be reduced by one-half when administrative official determines that work involves minimal changes such as roof work only.
B. Multi-family, commercial and industrial. Fees shall be calculated by the gross square footage of all structures.
  1. * Additions and remodeling: $10 $50 plus $.02 $.04 per square foot.
    * Fee may be reduced by one-half when administrative official determines that work involves minimal changes such as roof work only.
C. Accessory structures. Fees shall be based on the gross square footage of the structures: $10 $20 plus $.02 $.03 per square foot. 10 ft. x 10 ft. or smaller, exempt from fee, but must meet regulations.

D. Type B manufactured homes on non-permanent foundations $25 $50.

2.ZONING FILING FEES
A.Zoning Change: $125 $150 plus any additional expenses incurred.
B.Variance Request: $75 $100 plus any additional expenses incurred.
C.Conditional Use Permit: $125 $150 plus any additional expenses incurred.
D.Development Plan:
A. Minor One Building with up to 10 units --$150
B. Major Two or more Buildings --$500
3.SUBDIVISION FEES
A.Minior Subdivision - $150
B.Major Subdivision (Preliminary Plan) $500
C.Major Subdivision (Final Plan) $100
D.Recording Fees extra
4.SIGNS
Small (15 square foot or smaller)- $10 $20
Large (16 square feet or larger)- $15 $30
5.COPIES OF DOCUMENTS
A.Zoning Ordinance$15$20
B.Comprehensive Plan$25$30
C.Small Zoning Map$3$ 5
D.Large Zoning Map$10$20
E.Subdivision Regulations$5$10

All regulations, ordinances, or parts thereof in conflict with this zoning regulation or inconsistent with the provisions herein are herby replealed to the extent necessary to give this ordinance full force and effect. This ordinance shall become effective from and after the date of its approval and adoption, as provided by law.
