Letter to Green Hills, Parrott Avenue residents

Mayor Patrick R. Bell has released the wording of a letter he is sending to residents of Green Hills and residents of Parrott Avenue outlining benefits for the citizens in those areas after they become a part of the city.


The Mayor says that so far he is very encouraged that the annexation plan will go smoothly.
COLUMBIA, KY 42728

Dear Sir or Madam,

Sanitary Sewers cannot be provided at reasonable rates to our citizens without the help of Federal Grants. Thanks to the help of the following agencies and individual representatives we can now afford to provide this much needed service to you. Those participating and to whom we are most thankful are:
  1. Appalachian Regional Commission
    Representative Hal Rogers, Executive Director Bob Mitchelland Congressman Ed Whitfield
  2. PRIDE Representative Rogers, Bob Mitchell and A.L. Sinclair
  3. Rural Development Charles Blankenship
  4. City of Columbia & Columbia Utilities
  5. Senator Vernie McGaha and Commissioner Steve Robertson, G.O.L.D.
These aforementioned organizations have committed a little over one million dollars to sewer Green Hills and the Parrott Avenue areas. This is adequate to lay the lines, including the usual tap on fee of $500 per residence.

This project will further enhance a good system. Our Sewer Treatment Plant is second to none. It is efficient, clean, safe and manned by most capable personnel.

Sanitary Sewer Service will eliminate the problems for the Green Hills and Parrot Avenue areas, among them are:
  1. Pumping of septic tanks.
  2. Limited development because of poor percolating soil.
  3. Pollution of streams.
  4. Reduce risk of Hepatitis and other health hazards by eliminating contaminated affluent caused by faulty septic systems.
  5. It will increase the value of your property substantially.
  6. It will allow for further development of the areas.
Along with City Sanitary Sewer Service, you will receive other services such as Police Protection, Garbage Collection, City Street Improvements, Fire Protection, (and better fire rates on insurance) and City Street Lights. And foremost, you will contribute to the growth of our city for this and future generations.

To qualify for sewer services you simply need to sign and return the enclosed letter of Voluntary Annexation.

We will appreciate your returning the signed letter by April 16, 2007.

We know you deserve these services, and we dont think you will ever regret this action.

The tide of progress in our town is evident, and a rising tide raises all ships and thats the way it should be. After all the mission of any city is to better the health, safety and well-being of all of its citizens.
