City Council moves Zoning revisions, Bank District zoning, along

Action at special called meeting enables Council to give second reading to Zoning Revisions on Monday night; new law should be in effect with publication in Adair Progress on March 8, 2007, making way for P&Z to approve Holladay Place Super Wal-Mart site plans at 6:00pm, Thursday, March 8, 2007, meeting.

With all members present, the Columbia City Council moved the revised Zoning Ordinance closer to final enactment with unanimous approval of its first reading, by City Attorney Marshall Loy.

In addition council also heard a first reading by City Attorney Loy, of an ordinance pertaining to zoning in the annexation of the Bank District on the Campbellsville Road, KY 55, near its junction with KY 551.



The action was taken at a special called meeting Friday, March 2, 2007, at 1:00pm. All council members were present. The vote on the Zoning Ordinance was unanimously approved, 6-0, on a voice vote. Councillor June Parson moved approval, contingent on technical corrections being made, and Councillor Charles Grimsley seconded the motion.

Kriss Lowry, who drafted the revised zoning ordinance, was present and said that before the regular session of Council on Monday, March 5, 2007, takes place, all the technical corrections will be done.

The action came after brief discussion about electronic signs. While existing flashing signs will be allowed to remain, only monument signs will be allowed in the overlay zone, the area around Holladay Place and the Western Bypass.

Mayor Pat Bell told the councillors there would be little let-up in the pace of meetings. Special meetings are necessary to compress the time needed for statutory readings and publication of new ordinances. Without special meetings, the Friday to the following Thursday cycle for the zoning revision to take effect could have taken as long as five weeks, had regular monthly meetings only been used.

The new zoning regulations will get a second reading on Monday night, and can be expected to be in force on Thursday, March 8, 2007, when the legal notice is published in the Adair Progress.

On Thursday, too, the Columbia Planning & Zoning Board is to meet with Wal-Mart and give official approval to the company's final site plan for the Columbia Super Wal-Mart. Opening for the new 156M-plus s.f store is expected to come in April 2008.

Part of the speed in adopting the new zoning ordinance was to facilitate Wal-Mart's ability to comply with Columbia's new "Big Box" retail store zoning regulations.

The Bank District zoning applies to an area where United Citizen Bank's new full service bank, where the Bank of Columbia has announced plans for a new drive-through facility, and where, in between those two buildings, the First National Bank of Columbia has a lot on which they are expected to build a northside branch.

All six Councillors, the Mayor and City Attorney, City Clerk Carolyn Edwards, City Police Chief Mark Harris, and Citizen Roy Rademacher, plus members of the media, were present.

Joe Moore said, at 1:13pm, "I move we adjourn," maintaining one of Columbia's great traditions, that the Columbia City Council is only properly adjourned when he so moves it.
