Columbia completing 8th annexation in just over 2 years

City Council okays second reading of South KY 61 annexation. Now it's all up to the Adair Progress. Latest annexation is official after publication on February 1, 2007. Then it's on to Green Hills. List of Mayor Bell's annexations follows

By Ed Waggener

Barring an unlikely failure of the advertising department or the mighty press at the Adair Progress, in a millisecond past midnight--maybe less of a lapse--on Thursday, February 1, 2007, Columbia will officially expand with it's eighth annexation in just over two years.

City Attorney Marshall gave the second reading of Ordinance No. 110.27 - Highway 61 S, today at 1:00:20pm in a Special Called meeting. Moments later, the Council, with a quorum of four councillors, unanimously approved the annexation of 185.95 acres south of Petty's Fork.

The annexed area borders Old KY 61 and the Louie B. Nunn Parkway and extends south to the the KY 61 interchange with the LBN. The vote, on a motion by Councillor Charles Grimsley and a second by Councillor June Parson, was 4-0, with Councillors Edwin Taylor and Joe Moore joining to make the approval unanimous.

The second reading was the only item on the agenda, and when Mayor Pat Bell said, "I will entertain a motion to adjourn," Councillor Joe Moore said, "I'll do it," at approximately 2.5 minutes after the session started.

Legal has to run to make it official

City Clerk Carolyn Edwards said that the new part of town will officially be in the city limits after the final legal notice appears in the Adair Progress. Even though the paper is printed on Wednesday evening, January 31, 2007, Clerk Edwards said that, officially, the city won't consider the annexation officially complete until February 1, 2007.

The annexation, she said, is the eighth since Mayor Bell took office on November 4, 2004.

The Mayor is fond of saying that he'd make things so good in Columbia that people would be fighting to get into the city, and the record bears him out.

The eight annexations since he assumed office are as follows:
  1. Tony and Orvis Grider, .58 acres
  2. Ronnie Janes, Jamestown ST, 1.51 acres
  3. Highway 55 North, from Day & Day Feed Mill to and including the new Adair County Regional Jail minimum security facility, 5.04 acres
  4. Adair County Board of Education, 6.94 acres
  5. Adair County Board of Education, 20.00 acres
  6. Adair County Board of Education, 25.00 acres
  7. Highway 55 North & Grant Lane, 26.46 acres
  8. Highway 61 South, 185.19 acres
The total of the new additions is 270.77 acres, the city clerk said.

Prior to Mayor Bell taking office, the other annexations since 2000 were the Green River Commerce Park annexation in 2000 and the Tucker Yarberry residence on Murray Lane in 2001.

The next annexation, Mayor Bell said, will likely be the Green Hills Road area, and annexation which he says is requisite for the city to extend sewer service to the area.

Funds are in place for the project, Mayor Bell said, and annexation and construction is expected this year.
