Adair Fiscal Court special meeting Jan. 1, 2007 report

Ann's first meeting brief, smooth
  • Barry Corbin is approved as new county treasurer
  • Patty Nail new in Judge's Office; Cowan and Lee have new titles
  • Roger Stephens casts only "No" votes of first session of new court

In a very brief meeting this at 9:00am CT, this morning, Monday, January 1, 2007, Adair County Fiscal Court voted approval of bonds for county personnel, the hiring of employees, and the appointments of a County Treasurer, Road Foreman, and County Emergency Management Coordinator.

Judge Ann Melton presided, with all seven Adair County Magistrates in attendance.


The actions included approval of three of Judge Melton's appointments:
  • Barry Corbin as county treasurer, to replace Larry Dudley, who resigned in December, 2006. Corbin was voted a four year term at a salary of $800.00 per month, equivalent to $9,600 per year. The vote was unanimous.
  • Greg Thomas was approved to continue for an additional term of four as Adair County Emergency Management Coordinator at a salary of $557 per month, equivalent to $6,684 per year. The vote was unanimous
  • Jobe Darnell was approved to continue for an additional term of two years as Adair County Road Foreman at a salary of $14.38 per hour, equivalent to $29,910.40, based on a standard 2,080 hour work year. The vote was 6-1, with First District Magistrate Roger Stephens casting the sole "No" vote against Darnell.

County Judge/Executive's Office staff approved

The following were approved on a 7-0 vote to approve the following recommendation by Judge Melton for the following office staff:
  • Gale Cowan as Finance Officer, at a weekly salary of $495.00, or $25,740 annually. Cowan had served as Deputy Judge in the administration of Judge Jerry Vaughan, and will continue similar duties, but with the different title. Cowan also will serve as clerk of Fiscal Court, a minutes/records keeping position, at an additional $76.12, $913.44, bring her total salary to $26,653.44.
  • Lisa Lee, Administrative Assistant, at a weekly salary of $480.00, or $24,960 annually. Lee had served in a similar role in Judge Vaughan's office, with the title of Secretary/Payroll Clerk.

  • Patty Nall a part-time employee in the Judge's office, was hired at $8.00 an hour.

In another vote, a number of other county employees were approved. The vote was 6-1, with First District Magistrate again casting the sole dissenting vote.They are as follows:
  • Lonnie Page,road employee, $14.38/hour
  • Phillip Carter, road employee, PT, $12.00/hour
  • Gary Samuells, road employee, $10.61/hour
  • Donnie Claywell, recycling supervisor, $8.24/hour
  • A.L. Sinclair, Solid Waste Coordinator, $419.26/monthly
  • Jimmy Harmon, Dog Warden, $382.46 monthly
  • Mary Allender, 911 Coordinator, $11.87/hour
  • Jeff Thomas, Green River Animal Shelter (GRAS) Director, $10.00/hour
  • April Janes, GRAS employee, $5.50/hour
  • Heather Evans, GRAS employee, PT, $5.50/hour
  • Dawn M. Foster, GRAS employee, PT, $5.50/hour
  • Allison P. Frost, GRAS employee, PT, $5.50/hour
  • Garrett Luttrell, GRAS employee, PT, $5.50/hour

The meeting was well attended. In addition to the Judge Melton Finance Officer Cowan and Administrative Assistant Lisa Lee and the full fiscal court, the meeting was attended by County Attorney Jennifer Hutchison-Corbin, Sheriff Ralph Curry, Adair Regional Jailer Wm. "Bug" Knight, 911 County Treasurer Barry Corbin, County EMC Greg Thomas, Solid Waste Coordinator A.L. Sinclair, Road Department employees Lonnie Page, Phillip Carter, and Lonnie Page, and members of the media.

Judge Melton said that this meeting was essential to allow county government to function in an uninterrupted manner. The format of the actions was suggested by the state and followed by the court.

Judge Melton said that a very long agenda is set for the regular January 9, 2006 meeting. Details of that agenda will be posted on ColumbiaMagazine.com when received.
