Homeless to be counted in upcoming Adanta Survey; help sought

Help is needed from all persons and organizations that come in contact or provide services to homeless individuals..."

On January 25, 2007 between 9a.m. and 5p.m. CST, The Adanta Group will be conducting a mandatory Point-In-Time Homeless Count for Region 5 Continuum of Care (CoC) and Kentucky Housing Corporation (KHC) in the Lake Cumberland Region.



The purpose of this survey is to determine the number of homeless in our communities, plan the development of housing needs, raise public awareness, demonstrate a need for resources, measure performance in eliminating homelessness and to accurately measure and identify the needs of the populations that are the hardest to serve.

In 2005, the count estimated that there were approximately 19,000 homeless individuals across the state. We know that the actual number is much larger. It is vital that we get a more accurate count this year. The count will be reported to Kentucky Housing who will report on a state and federal level. The count will determine the amount of money and resources that our state receives from the federal government to serve the homeless population.

The effects of homelessness are extensive and severe for the individual and for our communities. For the individual, homelessness means a loss of self-esteem, higher rates of infectious disease, mental health problems, physical disorders, disabilities and premature death. Homeless individuals also face a greater risk of becoming incarcerated or institutionalized. Homelessness has a dramatic impact on our communities as well.

When you consider expensive emergency room visits, uncompensated care and involvement with the criminal justice system, the chronically homeless represent significant costs to local, state and federal programs. The homeless populations that will be counted on 1/25/07 are those that are living on streets, cars, campers, homes without utilities, dilapidated houses, those in transitional housing receiving short term vouchers, those who will be evicted within 7 days, those placed in a motel as an alternative to living on the street, and those doubled up living with family members.

The CoC provides services which include outreach, intake and assessment, emergency shelter, transitional and permanent supportive housing for people with disabilities. KHC is responsible for developing an effective CoC program to meet Kentuckys homeless needs. KHC applies for funding from the U.S. Department of Housing and Urban Development (HUD) on behalf of other agencies and nonprofits such as Adanta. Adanta uses these funds to provide housing assistance to those with disabilities as well as the homeless population. KHC also provides technical assistance and, in some cases, contributes matching funds.

At this time I would like to ask for your support and participation in this important event. We will need all persons and organizations that come in contact or provide services to homeless individuals, to participate in this count on January 25. We also need volunteers within each community to help organize, publicize and conduct the count. In order for the count to be accurate, it is vital that we recruit as many volunteers as possible.

Please contact me to volunteer your support, schedule a meeting, request the surveys or to train volunteers. This is a crucial event and a huge undertaking, we cannot do it without everyones support and cooperation. Thank You.
