The funeral service will be Wednesday, December 13, 2006 at 1:00pm CT, atStotts-Phelps-McQueary Funeral HomeClergy officiating will be Rev. Carlie Riggs. She was the daughter of the late Frank and Edith Neat Rigney of Adair County, Kentucky. She is survived by the following:
