Columbia City Council, Report Regular Nov. 6, 2006 meeting

In brief Election Eve meeting, council approves $7.25 million in bonds for LWC, gives signing authority to Mayor Bell on sewer and street projects, adds two street lights, and hears a report on the Fall PRIDE cleanup.

In last night's Columbia City Council meeting, the Council unanimously approved the issuance of a total of $7.25 million dollars in City of Columbia Educational Development Refunding Bonds on behalf of Lindsey Wilson College.

The City has no liability and the there will be no cost to the city to issue the bonds, Charles Munson of Rubin & Hayes, Louisville, said.



The larger class of the bonds will be used by Lindsey to re-finance the Fugitte Science Center. A smaller issuance, for $1.25 million, will be used in the renovation of Phillips Hall and the Goodhue building.

"It's an incredible story: Lindsey Wilson College," Munson told the assembly. The Council agreed, approving the issuance of the bonds and authorizing Mayor Bell to sign necessary papers related to the bonds.

Enabling votes taken on City sewer, streets projects

The Council voted 5-0 to authorized Mayor Bell to sign necessary papers to accept grants totaling over $8 million for the Green Hills/Parrott Avenue sewer projects By the same vote, they approved hiring H.K. Bell Engineering as the consulting engineers for the projects.

The Mayor was also given authority to sign necessary papers and accept state aid for widening streets in congested areas.

New street lighting

The Council approved Mayor Bell's request to add two new street lights. One will be in front of Torchlight Ministries at 415 Wain Street, the other will be at the last utility pole on Curry Street.

Fall PRIDE clean-up effort recognized

Mayor Bell recognized the Mr. Roy Rademacher, who was in the gallery, for his efforts during the Fall Pride Clean-up. Only 10 volunteers showed up on Saturday for the town-wide clean up. This was a smaller number than in 2005, but Councillor Craig Dean suggested that their special efforts be recognized in some way. Mayor Bell reported that 18 dumpsters were loaded with trash and 5 dumpsters were filled with metal.

The meeting was brief, starting at 6:01 and ending at 6:21pm. The 20 minute session came to an end when Mayor Bell turned to Joe Moore and said, "It's time," and Mr. Moore responded, "I move we adjourn," thus maintaining a longstanding Columbia tradition.

Attendance

Attendance at the meeting was good, with most of the gallery seats filled. Five City Councillors were present: Larry Marshall, Charles Grimsley, Craig Dean, Joe Moore, and June Parson. Councillor Edwin Taylor did not attend. In addition to Mayor Bell, City Clerk Carolyn Edwards, City Attorney Marshall Loy, and Police Chief Mark Harris were present, as was Shannon Rowe, a candidate for City Council and others.
