Adair PDB regular Nov. 2006 report: Completion March 2008 Board formally accepts Pyles Excavating low bid. Lot may be leveled by weekend or early next weekend, Branscum spokesman says. Bids can't be let by first of the year, architect tells Dennis Loy, who said "We're in a footrace against costs," but agrees that slower pace may be advisable. "We don't want to gom it (the courthouse) up," (caused by haste), he says. Realistic start date: Spring, 2007. Realistic completion date: Around March 31, 2008. New drawings: Rear, side elevations By Ed Waggener A realistic outlook for the opening of the new Adair County Justice Center is early spring, 2008, Bing Ewen, chief architect for the project for DLZ, Frankfort, said last night. But excitement at the site may be as close as this weekend, Jeff Cook, with the project's construction manager, Branscum Construction of Russell Springs, said after the Adair County Project Development Board awarded the contract for demolition of the remaining buildings on the Campbellsville & Merchant Streets site. The board met last night, Tuesday, October 24, 2006, at 5:00pm, with five of the board's six members finally present. Judge Jerry Vaughan, chairman of the board, called the meeting into session with only three members present. But a quorum was established by the presence of Jeff Lilly, the Administrative Office of the Courts (AOC), standing in as a board member, a position he can assume to 1) Establish a quorum, and 2) Vote in the case of a tie. With Lilly, the quorum included Judge Vaughan, First District Adair County Magistrate Roger Stephens, and Columbia Attorney Marshall F. Loy. Doug Teague, the regular AOC member of the panel, had sent word that he would be absent, and Judge James C. Weddle and Adair County Circuit Court Clerk Dennis Loy had been held up in Tuesday's heavy Circuit Court Docket. However, before any action was taken, the Judge and County Court arrived and a quorum of regular members was present to vote on all issues before the PDB. The Board voted unanimously to accept Branscum Construction's recommendation to accept the low bid of Pyles Excavating, Inc., Columbia, KY. "Anticipating the acceptance of their bids," Branscum Construction's Jeff Cook said, "they've already gone ahead with preparation of permit applications and they think they can get underway no later than this weekend or early next weekend." The bids, which had been opened Friday, October 20, 2006, were as follows:The demolition should not take long, when it happens. Architect Bing Ewen estimated 20 minutes for Adair Florist and 25 for Adair Muffler. The third building from the site, has been leveled, with salvaged materials stacked on the Fairgrounds ST lot where it will be resurrected. It was occupied by Sign America and First Realty & Auction Company, which is now open at their new location in the Meadow Hill Inn/Walker Florist Building at the NE corner of Burkesville ST and Frazier Avenue. Project 6 months behind, which is normal, DLZ, AOC says Circuit Court Clerk Dennis Loy, concerned that soil borings weren't done in the last two weeks, wanted to know if there were any way the construction project could be speeded up. "We're in a footrace against building price increases," Clerk Loy said. "I thought the soil borings would be done while we were bidding the demolition." Bing Ewen agreed that time is a factor in the final cost of the building, but said his firm had made a decision to have the buildings removed before doing the soil borings. "We are six months behind schedule," he said, "but that is because we were six months behind schedule in securing the site." Jeff Lilly, representing the AOC, responded by saying, "I want to say this in defense of DLZ. This project is where most of the similar projects around the state are at this stage. Delays happen." He said that Adair County's Courthouse is closer to schedule than Hart County's and other projects under his purview. Mr. Ewen responded that he could cite a "nightmare" scenario, saying that one of DLZ projects, started when the Adair County one was, still doesn't have a site purchased. The answers soothed Clerk Loy a bit. "We don't want to gom it up. We'd rather see it done right than done quickly." After the meeting, Mr. Ewen said he thought that the contracts would be left in early 2007. "It will take about 12 months to complete," he said, and agreed that the project should be complete around the end of March in 2008. Design modifications presented Megan Campbell-Smith reviewed design modifications since the last meeting. The survey of the site, she said, showed that the lot was 20 feet shorter on one side, but longer on another, and that it necessitated modifications, mostly in the parking spaces available, with four fewer public, two fewer staff, and one more secured parking slots. Lightly attended, brief The meeting was brief, lightly attended lasting only 32 minutes, and was over at 5:32pm CT. The gallery consisted of Seventh District Magistrate and County Judge candidate Terry Farris and one member of the media. Deputy Judge Gale Cowan acted as secretary for the meeting. Next meeting set The next meeting of the Adair Project Development Board will be Tuesday, November 28, 2006, at 5:00pm CT, in the basement of the Adair Annex Building.
