Large crowd sees $845,000 in PRIDE, ARC checks presented

Some 50 people were on hand for a check presentation ceremony for funding for the Green Hills Subdivision Sewer project.In addition to many local officials and local citizens, out-of-town dignitaries included U.S. Representative Ed Whitfield, PRIDE Director Richard Thomas, State Senator Vernie McGaha, and State Representative Russ Mobley. Also seated at the front table were Millard Hansford, Somerset, and Ronnie Grant, Bell Engineering. .

The event was held at 1:00pm Monday, October 23, 2006, at 1:00pm, in City Hall, with Mayor Pat Bell presiding.



One check was from Eastern Kentucky PRIDE, for $345,000 and was presented Richard Thomas. The other was from the Appalachian Regional Commission, for $500,000. These checks will fund most of the project, with the balance of the estimated $1,000,060 project, $215,000, coming from the City of Columbia.

I commend the city for pursuing a sewer project that will benefit local homeowners, as well as the environment that we all share, Congressman Hal Rogers (KY-5), PRIDE co-founder, said. Public sewer service is the most reliable way to treat wastewater, and Im sure homeowners will gain peace of mind when they connect to this new sewer line.

Thomas said commended Mayor Pat Bell for his efforts in securing the funds for the project. The PRIDE check was part of total, PRIDE grants of more than $1.7 million to five communities in southern and eastern Kentucky through the Wastewater Construction Grant program this fall. The Columbia project will extend sewer service to 85 homes. Thomas noted the input from A.L. Sinclair, who was not at the meeting. This is the City of Columbias second PRIDE Wastewater Construction Grant. In 2001, the city received $489,000 to run sewer lines to 56 homes in the Russell Heights area. That project was finished in 2003.

In total, PRIDE awarded more than $1.7 million to five communities in southern and eastern Kentucky through the Wastewater Construction Grant program this fall. The projects will extend sewer service to 587 homes, about one-half of which currently rely on malfunctioning septic systems or straight pipes that send sewage into nearby waterways.

The PRIDE Wastewater Construction Grant program pays up to 100 percent of the cost to install new sewer lines. The program is intended to replace straight pipes and failing septic systems by making sewer service available to more people. Cities, counties and public utilities are eligible for the grants, which are awarded once annually.

Through this and other grant programs, PRIDE has invested $116 million to provide sanitary wastewater treatment service to more than 27,000 homes in the region.

Local leaders present included Judge Jerry Vaughan, County Court Clerk Ann Melton, Circuit Court Clerk Dennis Loy, City Water Commissioner Jim Williams, City Police Chief Mark Harris, and City Councillors Joe Moore, June Parson, Charles Grimsley, and Edwin Taylor.
PRIDE, Personal Responsibility In a Desirable Environment, was launched in 1997 by Rogers and the late General James Bickford, former Secretary of the Kentucky Natural Resources and Environmental Protection Cabinet. In 38 counties in southern and eastern Kentucky, PRIDE is cleaning waterways, ending illegal dumping, and promoting environmental awareness and education. PRIDE is funded by a grant from the National Oceanic and Atmospheric Administration.
