Windsor man faces several charges from arson to criminal littering Eighteen-year-old Windsor man arrested by Detective Alex Wesley last night in Liberty Terry Lee Stephens, JR, 18, Windsor, KY, was arrested in the limits of Liberty, KY, Thursday, July 20, 2006 at 9:19pm, on a variety of charges, which included the following:Arson, 2nd; theft by unlawful taking, auto; criminal mischief, 1st; wanton endangerment, 1st; and criminal littering. Stephens was lodged in the Casey County Detention Center, Liberty, KY. The incident was investigated by the arresting officer, Detective Alex Wesley of Kentucky State Police Post 15, Columbia, KY 42728.
