Adair County Fiscal Court Regular July 11, 2006 meeting Polling places being finalized in District 1, District 3. Court approves budget amendment for new copier. Jail revenues set record, climb toward annualized $1 million level. 25 MPH speed limits set for Holt Road, Holt Loop, and Fairview Road. County studying possible outsourcing of mowing county right-of-ways. Allison Frost new part-time animal shelter employee. Judge Vaughan reports completion of transfer of 2 of 3 lots for justice center. Barry Corbin appointed to Board of Assessments. CACIDA recruiter again delays quarterly report. Discontinuance of county maintenance for Frances Drive complete. Orphan state road acceptance policy discussed. By Ed Waggener With the General Election just 129 days away, the location of the polling places in District One are not fully settled, but Fiscal Court authorized First District Magistrate Roger Stephens to negotiate for replacement voting locations for the two precincts which formerly used Shepherd School for voting. The action took place last night, Tuesday, July 11, 2006, at the regular monthly meeting of Adair Fiscal Court. Magistrate Stephens wants voting to continue within he district, for the convenience of the voters, though that is not a legal requirement. He is suggesting a location on Jeff Miller's huge new A-1 Gate facility which is in its final phase of construction. This location is just north of Shepherd School. The county will need to blacktop an area around the site of the voting houses to comply with the voters with disabilities law. A separate vote authorized Adair County Court Clerk Ann Melton to get prices for voting houses similar to the one at Gradyville for the First District. And the location of the Glensfork precinct polling house in District Three is still not certain. Third District Magistrate Tony Loy told the court and Clerk Melton that he will should know Wednesday, July 12, 2006, where the Glensfork precinct voters will vote on November 7, 2006. Shelley, seconded by First District Magistrate Roger Stephens, the court voted 7-0 to increase the current $30 per location payment to $50 for sites with one precinct and $60 for polling locations which accommodate two precincts. Court authorizes amendment to County Court Clerk's equipment budget The court approved an amendment to county budget Line Item No. 46, increasing the equipment budget for the Adair County Court Clerk's office from $6,000 to $10,000. The increase was needed to provide a new copier for the Clerk's office. A new heavy duty copier will be ordered from Danville Office Equipment at a lease cost of $8,000 per year for four years. Danville Office Equipment supplied an emergency copier awaiting the court's decision, Clerk Ann Melton said. The vote to approve the budget change was 7-0. County Court Clerk Melton said that increased fees voted by the 2006 Kentucky General Assembly will more than cover the increased copier costs. Jail budget climbs toward annualized $1 million mark Adair County Regional Jailer William "Bug" Knight reported record $76,266 gross revenues for the month of June, 2006, at last nights regular July 11, 2006, meeting of Adair Fiscal Court. The gross revenues for the Regional Jail, annualized at the current monthly rate, would be $915,192, pushing the operation closer to a $1 million annual budget. The court approved Jailer Knight's request to increase the fees charged other counties by $5.00 per day per inmate. The current rates are $20 for women, $22 for men. The new rates to go into effect August 1, 2005, are $25 for women and $27 for men. The change was approved 7-0 by the court. Much of the increase is coming from the new minimum security facility on Campbellsville Street, which is now at capacity with 30 residents. With maximum occupancy, the facility generates $840 per day, or mover $25,000 per month. Jailer Knight said that the charge for Adair County's own prisoners was $16,332 in June 2006, which left a balance of $59,934 billings in June 2006. Added to that were booking fees of $2,463, medical charges to prisoners of $217, $4,752 per diem charges paid by prisoners, and a new category, other income, which incorporates the jails charges for home incarceration, transporting mental patients, managing work release programs, and telephone charges to prisoners. Sheriff Cheatham gives brief report Sheriff Steve Cheatham's report for June 2006 was quickly approved. "For June, the Sheriff's Office collected $778.94 in franchise taxes. That's all I have to say," Sheriff Cheatham said. Magistrate J.M. Shelley moved for approval as "to say" left the sheriff's lips, and he was quickly seconded by Magistrate Wid Harris. The vote to approve was unanimous. In recent the meetings, the Sheriff's reports have shifted from rather lengthy to distinctly laconic. Part-time Animal Shelter employee approved The court approved the hiring of Allison Frost as a part-time Green River Animal Shelter employee at a rate of $5.50 per hour. The vote was 7-0. More county roads get speed limits Holt Road and Holt Loop will have 25 MPH speed limits. The court approved, 7-0, a recommendation from Third District Magistrate Tony Loy to make the change. the court approved a 25 MPH speed limit for Fairview Road in District 1, recommended by the District's Magistrate, Roger Stephens. This vote was also 7-0. CACIDA Industrial Development Authority recruiter postpones report again Columbia-Adair County Industrial Development recruiter Martin Jones again postponed his quarterly report to the Court. Judge Vaughan said that his scheduled report in June was postponed because of the illness of an Uncle of Martin Jones. The uncle later died, Judge Vaughan said. Last night's absence was due to Mr. Jones working with a prospect in another community, Judge Vaughan said. The CACIDA cancelled its regular June meeting, and then cancelled a re-scheduled meeting. The regular July meeting of the authority, which normally would have been July 5, 2006, is rescheduled for tonight. (See insert below.) Barry Corbin appointed to Board of Assessment Columbia financial executive Barry Corbin was appointed by Judge Vaughan to sit on the Board of Assessments. The appointment was approved unanimously, 7-0. Court approves payment for envelopes to mail tax bills The court unanimously approved court orders, which this month included only an approximately $3,000 payment for for envelopes to mail tax bills. Final approval given to discontinuance of county maintenance of Frances Drive The court gave final approval to the discontinuance of Frances Drive. The vote was 7-0. Court approves acceptance of Grady-Jones Cemetery Road in District 2 The court gave first reading to accepting .2 mile of the Grady-Jones Cemetery Road in District 3. County Attorney Jennifer Hutchison-Corbin had the notation "existing easement causing extraordinary circumstances" included in the resolution. She did not elaborate. Magistrate J.M. Shelly moved the acceptance of the road into the county system, with a second from Magistrate Wid Harris. The vote was 7-0. Court approves filing of papers related to Columbia-Adair County Water District Judge Vaughan asked for and and received approval to file papers related to the Columbia-Adair County Water Treatment Plant. "We had been told that, since the city was the lead organization in securing the funds, the county would not need to file these papers, but the Lake Cumberland ADD sent us a package of forms and with the urgent request we submit them." The forms related to affirmative action, fair housing, drug free work places, certification of drug free work place, Title 6 implementation and Anti-Dislocation plan acceptance. The vote was 7-0 to approve the submission. Court will study mowing county rights-of-ways, look into privatization The court voted 7-0 to study utilizing contracts for outsourcing mowing county roads rights of way or hiring a part-time employee to mow assigned to the County Road Department. The vote was 7-0. Judge Vaughan will appoint a committee to gather information for the court. The suggestion to investigate the possibility of outsourcing was made by Sixth District Magistrate Joe Rogers. Rogers said that he had been pleasantly surprised at the bill for mowing included in the packet of bills the members approved. "It was far less than I expected," Rogers said. "And Jobe (Jobe Darnell, County Road Department Jobe Darnell) needs more help. We have good equipment now, but he doesn't have enough people to use all of it." Judge reports on first sale of Adair Justice Center bonds sales. Judge Vaughan said that the first sale of bonds for the new Adair Justice Center would result in a need to amend the county's 2006-07 Fiscal Year Budget. The total amount in the change is $611,788.17. Judge Vaughan said that the transfer of two of the three lots at Campbellsville and Merchant Streets was complete, and that he expects the third transfer will be final in the next few days. He did not specify which transfers were complete and which still needed action. Some of the money will reimburse the county for expenses it incurred on behalf of the project before the Adair County Justice Center Project Development Board sold the first bonds. Magistrate Shelley raises question of State policy on transferring roads to countyMagistrate J.M. Shelley raised the question of the State Department of Transportation's policy on turning roads over to the county. "If we have to take old KY 61 back, who will pay for repairing it?" Shelley asked. "It's in pretty rough shape." Judge Vaughan quipped that normally the Magistrate in the District was responsible. The section of road is in Shelley's Third District. Judge Vaughan quickly noted that, generally, the state repairs and paves roads before turning them over to the county to maintain. Magistrate Wid Harris said that occasionally the State keeps orphaned highways. Judge Vaughan noted that the county could refuse acceptance of the old roadway if it chose. Routine matters routinely approved (almost) The court unanimously approved payment of bills, budget transfers, the reading of roads, and approval of the minutes of the three June meetings. There were two special meetings last month. One correction to the typed minutes was suggested by Magistrate Shelley. "You don't think that $55.50 an hour is the correct rate of pay of pay, is it?" It was changed in the minutes to read, $5.50 an hour. All court members were present, as were County Court Clerk Ann Melton, County Attorney Jennifer Hutchison-Corbin, Jailer William Knight, Sheriff Steve Cheatham, Deputy Judge Gale Cowan, Secretary/Payroll Clerk Lisa Lee, County Treasurer Larry Dudley, Adair County Roads Supervisor Jobe Darnell and Assistant Lonnie Page, Wesley Taylor, candidate for 7th District Magistrate, Billie Farris, wife of County Judge candidate Terry Farris, citizen Jan Weber, and media representatives.
