Columbia City Council report, regular meeting, July 10, 2006

Parks & Recreation board named. Four Renaissance Columbia Board members re-appointed. Danny Pyles wins sidewalk work. Burton Stone & Paving gets street paving business. Chief Mark Harris and CPD get three new prowlers. Council hears explanation for 4" Main to Holladay Place. Council approves P&Z recommendation denying zone change for Pink Flamingo. Joe Moore adds new twist to tradition. Council session over in 22 minutes.

Five members of the new Columbia Parks & Recreation Board were named by Mayor Pat Bell and approved by the Columbia City Council in last night's meeting.

They are Richard Phelps, Donna Shirley, Charles Grimsley, David Herbst, and Greg Thomas. The new board members will serve terms varying from one to five years, but Mayor Bell said the length of the terms have nothing to do with ranking. "We expect all of them to do such a good job they will be re-apppointed when their terms expire."


Herbst was named to a one-year term, Donna Shirley to two years, Richard Phelps to a three year one, and Greg Thomas to a four year term. Councillor Charles Grimsley's appointment is to the end of his term on the Council.

Four Renaissance Columbia Board members named

In the same meeting, Mayor Bell re-appointed four members of the Renaissance Columbia Board to new three year terms. They are Beverly England, Charles Grimsley, Darrell Overstreet, and Jennifer Hutchison-Corbin. All were approved by the Council.

Council approves P&Z recommendation denying zone change

The Council approved a recommendation by the Columbia City Planning & Zoning Commission to deny a zone change for 110 E. Frazier Avenue from low-moderate density residential to neighborhood commercial.

The P&Z letter said that the business in question did not serve primarily the neighborhood, but drew from a wide area, that such a change would give the wrong impression to the community, and that the change would amount to spot zoning, which should not be encouraged. The vote to approve the P&Z recommendation to deny the change was unanimous. The change would have affected the Pink Flamingo, which is now planning to open in the Walker Florist building.

PCS Performance only bidder for sidewalks

Danny Pyles of PCS Performance was the only bidder for a big sidewalks program to be completed this year. His bid of $70,671 was approved. Even though it was the only bid, Mayor Bell said that the cost is in line with what the city had expected to pay.

Burton Stone & Paving gets street work

The paving of several city streets this summer was awarded to Burton Stone & Paving, with a bid of $76,934.77 signed by William Burton. The Burton bid was some $33,000 below the only other bid for the work. Gaddie-Shamrock's bid, signed by Ray Beard, was $110,045.00. Mayor Bell commended that it appeared that everything was equal in both bid responses, and that the bid should go to Burton Stone & Paving. The Council unanimously approved the Burton bid.

Sidewalk, street paving parity interesting

Interestingly, though it wasn't noted in the meeting, the close parity of the bids for sidewalks and street paving is noteworthy, making a statement that this Mayor and this City Council is serious about pedestrian traffic and public health. Along with the establishment of the Parks & Recreation Board, the shift in emphasis marks a new departure in local government thinking. Mayor Bell has also expressed interest in bike trails, bike racks, and support of cycling in the community as well as of the nationally recognized Lindsey Wilson bike teams.

Three new police cruisers approved

The Council unanimously approved the purchase of three new police prowlers for the Columbia Police Department. The purchase will be made through the state bid list. Mayor Bell said that the $22,961 vehicles will cost the city $14,127 after trade-ins, court revenue money are taken off the price and police equipment is added to the cost of each car.

Bell & Associates give reasons for 4" forced main sewer design

Mayor Bell read a letter from Bell & Associates, the city's consulting engineers, on their recommendation that a 4" force main sewer line to the KY 61 & Louie B. Nunn interchange area would be the correct size. The sewer line design is based on an assumption that it would serve 19 commercial customers, including a new Wal-Mart Store, a hotel, a McDonald's and at least one more restaurant, a Five Star site, and 13 smaller businesses. The letter said at a planned residential development in the area would have its own pumping station.

Joe Moore urges trip to fair

It was a relatively brief session, lasting just 22 minutes. After all business was completed, Councillor Joe Moore, who, by tradition moves for adjournment upon a signal from the Mayor, said, "I move we adjourn and go to the fair."

All members of the Council were present except for Senior Councillor Larry Marshall. Also present were City Attorney Marshall Loy, City Clerk Carolyn Edwards, Police Chief Mark Harris, media representatives and a few interested citizens.

No one appeared to speak in the Citizens Comments segment of the meeting.
