Adair County School Board meeting report: January 19, 2003

Board re-elects chairperson, vice-chairperson, secretary, and board attorney; meetings will revert to more cramped board conference room; ACES on schedule, but two firms criticized for performance; Sparksville/ACMS praised for cooperation; Pam Geisselhardt attains National Board Certification; still hope for ACTIV White Boards at ACES and Athletic Building Completion; related reader submission follows article

Mike Harris was re-elected Chairperson of the Adair County Board of Education at the monthly meeting of the Board Thursday, January 19, 2005.


At the meeting, Greg Willis was re-elected Vice Chairperson and Superintendent Darrell was re-elected as the board secretary.

Mike Loy was retained as the board attorney.

All the votes were approved without objection with either a 3-0 or 4-0 result. Mr. Harris and Mr. Willis both abstained from the votes on their own nominations.

Chris Watts, District 2 board member, was unable to attend the meeting.

The board voted to continue its 3rd Thursday at 7:00 p.m. regular meeting dates, and to revert to the board conference room for the meetings.

The Decemember and January meetings had been held at John Adair Intermediate School, which has theatre seating and easily accessible restrooms and water fountains.

Superintendent's report

Superintendent Darrell Treece noted that three administrators had agreed to new or modified assignments.

Adair County High School Principal Mike Akin has been moved to Acting Federal Programs and Title 1 administrator. Troy Young will be acting principal at ACHS, and John Shelley has been assigned to additional duties as Mr. Young's assistant, and Brent Campbell has accepted additional assignments, Superintendent Treece said.

Mr. Treece noted that Pam Geisselhardt has earned National Board Certification.

He also commended the administrations and staffs of Adair County Middle School and Sparksville Elementary for the efficient manner in which both enrollments shared ACMS for three days which was necessitated by storm damage to the roof at Sparksville Elementary School. "They shuffled things around and had a smooth three days there," Superintendent Treece said.

Mr. Treece also noted that he has been in contact with Mark Ryles. about the funding to complete the Athletic Building. Ryles is Director of the Division of Facilities Management, Kentucky Department of. Education. Mr. Treece said that it is a wait-and-see situation. "Mr. Ryles said that we're neither approved or disapproved," Mr. Treece said.

Board members recognized

Superintendent Treece presented Kentucky School Board Association certificates of appreciation to Chairman Harris, Vice-Chairman Greg Willis, and Members Floyd Burton and Marsha Walker, and noted that a similar certificate has been awarded to Member Chris Watts.

Board tables energy savings contract with Ameresco

Two options for a contract with AMERESCO for energy-savings contracts were tabled to see if additional funds become available to do the more complete program for Adair County Middle School and John Adair Middle School. The decision was tabled at the recommendation of Mr. Treece.

Draft budget reviewed

Mr. Treece reported that the draft budget projects a balanced budget for the coming fiscal year.

Board accepts School Facilities Finance Commission (SFCC) assistance

The board voted 4-0 to accept $63,025 in School Facilities Finance Commission assistance. The additional money in the budget will mean an additional $844,535 in bonding capacity, Mr. Treece said.

Salary adjustments made for Troy Young, John Shelley, and Brent Campbell

New Acting High School Principal Troy Young was voted an additional $1,500 plus 15 extra days employment, and John Shelley and Brent Campbell were given $1,500 additional as administrative supplements. The adjustments were approved on a 4-0 vote.

It's wait-and-see on ACTIV White Boards

The board heard a summary of the effects of putting ACTIV white boards in the new elementary school. The board was told that there would $4,000 of the anticipated $9,000 per classroom would be saved by eliminating wiring, computers, projectors, and the like, if White Boards are used. The board was also told that it is likely that the building contingency fund will be big enough to pay for the incorporation of the ACTIV White Boards, but added, "I'm hesitant to commit at this time," Superintendent Treece said.

However, the Superintendent will talk to the architect about running the additional wiring to accommodate the installation of the ACTIV White Boards should the funding become assured.

Surplus athletic, cheerleader uniforms to be auctioned

Mr. Teece said that he administration had hoped that Sparksville, Shepherd, and Knifley cheerleader and athletic uniforms could be offered to the students who wore them at nominal prices, but that a check of Kentucky Revised Statutes indicated that would not be legal. An auction is a legal way of disposing of the uniforms, he said, and that is what the board decided to do, with the hope that the kids will be able to get the uniforms at the lowest possible cost.

Board approves planned change orders for rock removal, saving money, Project Manager says

The board approved change orders for rock removal which Project Manager Darrell Wheeler said had saved a great deal of money.

The change orders had a total cost of $35,331.49 which was not in the original bid. It included $13,067.72 for rock excavation for lift stations, and $22,263.67 for rock removal for sewer gravity and force main trenches.

Mr. Wheeler said that had the rock removal been a part of the original bid, the contractors would have had to put in a cushion for the rock removal. He estimated that the original bid would have been as much as $150,000 more if the contractors had had to bid on rock removal without knowing just how much it would cost.

Instead, the contractors bid on the dirt removal only. The winning contractor then measured the amount of rock removed. An agreed amount was paid, Mr. Wheeler said. By Mr. Wheeler's account, approximately $100,000 was saved through the method of bidding used. The $35,331,49 to pay for the change orders comes out of the contingency fund. This payment is thought to be the largest sum which will be paid out of the contingency fund.

Adair County Elementary School construction on schedule, overall

Mr. Wheeler said that the construction is going well overall, and that the new school is on schedule overall.

He said that problems with two contractors, Grayhawk and Dallas Welding, had put the roof construction behind. He noted that through Mr. Treece's prodding, the contractor's were improving their performances. "Sometimes the man writing the checks can get more done than we can," he said.

Consent agreement passes, with one change

The board voted to approve the Consent Agenda, including construction payments on the Adair County Elementary School, but stipulated that the checks for Grayhawk LLC and Dallas Welding will be cut, but will be held by Mr. Treece until he is satisfied with the two firms' work.
