Adair County Fiscal Court regular Jan. 2006 meeting and ACPDB report

Adair County Justice Center PDB picks Merchant Street-to-Cemetery location; Adair Fiscal Court establishes ownership corporation

The site for the new Adair County Justice Center will be on property at the intersection of Campbellsville and Merchant Streets, and will be bounded on the north by the Columbia City Cemetery.

The location was selected last night by the Adair County Justice Center Project Development Board in a meeting just prior to the January 10, 2006 Fiscal Court meeting.


The Merchant Street site beat out two other finalists, one located on the Public Square, the other on Greensburg Street.

The Project Development Board also authorized steps to sell bonds to finance the construction.

In the Adair Fiscal Court meeting which followed, Judge Vaughan was authorized to sign articles of incorporation for Adair County Public Properties, Inc., which will own the new Adair County Justice Center.

Sheriff's budget approved despite uncertainty over school resource officer funding

Also in last night's Adair Fiscal Court meeting, members voted to approve the sheriff's office budget, despite uncertainty on the source of funding for the department's school resource officers. For three years most of the cost for the officers has come from a Federal Grant.

In February 2006 school resource officers will be paid for with only local funds. The Court voted to stay in compliance with the terms of the original grant. "We have no other choice," Magistrate Wid Harris said, in moving to take the action..

County to hold special meeting to decide question of hiring kinfolks

A question of nepotism in jail hiring was another matter. The court did not make a decision on whether to waive the Adair Regional Jail's policy and procedures to allow the wife of Deputy Jailer Tim Bradshaw to take a part-time job at the new minimum security facility, which is scheduled to open in a little over one month.

The Deputy Jailer had asked for permission, on behalf of Jailer Bug Knight, who was not present, for the Jail to hire Bradshaw's wife, Rhonda Bradshaw, for weekend work at the new detention center.

The matter will be studied by County Attorney Jennifer Hutchison-Corbin and Judge Jerry Vaughan and will be taken up at a special meeting of the court.

The court did approve the Jail financial report, which showed a total of $68,401.09 in total billings for December 2005.

Court to study extending group insurance to special taxing district employees

The court voted to see if it will be possible to take employees of special taxing districts into its group health insurance plan. The action followed a request from Vince Pfefferman, asking that Soil Conservation District employees be allowed to join the county group policy.

Larry Legg and Rudy Higginbotham re-appointed to city-county water board

Fiscal Court approved the reappointment of Larry Legg and Rudy Higginbotham to the Columbia-Adair County Water Commission. The commission will oversee the construction and operation of the joint city-county water treatment located just north of Coburg. The new plant is in the Griffin Springs area of southern Taylor County.

Carla Pyles appointed to Adair County Library Board

The court also approved Judge Vaughan's recommendation to appoint Carla Pyles to the Adair County Library Board, replacing Tammy Humphress.

Surplus property will be sold

The county is getting rid of some unneeded property. The court authorized Judge Vaughan to sell at auction surplus seats, tables, and miscellaneous materials from the old Adair County Courthouse, and an old boom mower and county grader, which the county no longer needs. The auction will be held as soon as possible, Judge Vaughan said.

February regular meeting will be a morning one

The court meeting time will be different in February. Judge Vaughan and some other courthouse officials will be going to Frankfort for a Legislative Reception which conflicts with the regular monthly court meeting--so it will be changed to 8:30 a.m. The court regularly meets at 7:00 in the evening.

Squire Stephens extends praise to Lisa Lee, A.L. Sinclair, for tornado work

Finally, a special commendation was made to two court employees, Lisa Lee and A.L. Sinclair. The kudos came from District 1 Magistrate Roger Stephens. "They both deserve blue ribbons for their service in the tornado last week," Squire Stephens said. Ms. Lee helped with coordination of county services. Mr. Sinclair supervised cleanup in Pellyton and Spruce Pine Road area.
Regular monthly Adair County Fiscal Court meetings are held at 7:00 p.m., each second Tuesday. The meetings are open to the public.
