Nov 28 Fiscal Court meeting notes

In addition to regular business and other agenda items, the court approved a number of road projects, approved hiring an Occupational Tax Director, discussed issues at the 911 Center, approved the auction of the Adair Friends and Neighbors building, approved $70k to hire a 2nd Sheriff's deputy and purchase a vehicle, and noted the resignation from clerk duties by Bridget Compton who will remain the Deputy Judge Executive.

On Tuesday, November 28, 2023, the Adair County Fiscal Court held a regular called meeting. The next Adair County Fiscal Court meeting will be held on December 28, 2023.

To begin, the court approved the October 24th and November 3rd meeting minutes. They also approved disbursements, Sheriff's report, road department report, G.R.A.S. report, and the jail report.

The court then approved the treasurer's report, line-to-line, and fund-to-fund transfers.

There were no court orders.

There were five readings of roads.

District 1 for a second reading on Milly-Anne Drive for a right of passage. The court approved this.

District 2 for a second reading on Russell Springs Road for a school bus turnaround and a second reading on Roy Road. The court approved both of these.

District 4 for a second reading on Grady Lane for a private lane. The court approved this.

District 6 for a first reading of a private passage on Cody Lane and Douglas Way. The court approved this.

Next, the court began its action items.

They approved to move the December meeting to December 28th.

Next, the court-appointed two individuals to the extension board, as well as adding two individuals as emergency snow removal vendors.

Then, the court approved hiring an occupational tax director for part-time starting at 24 hours a week at $14.50.

The court then heard 9-1-1 director Danna Burton on concerns at the dispatch office. Burton explained the dispatch center is understaffed and overworked.

Magistrate Daryl Flatt motioned for the court to go into executive session to discuss possible solutions at 6:48 PM. The court resumed normal session at 7:36 PM.

Next, the court approved the bids for the road department truck as well as purchase and add a salt box for the truck.

The court then approved the use of propane for the new generators.

Next, the court approved the auction sale of the Adair Friends and Neighbors building on December 2nd for a minimum bid of $125,000.

The court decided to table the donation request of $2,500 to the American Red Cross until next year.

Finally, the court approved the surplus of a partial 9-1-1 console and to dispose of the console.

In other business, the Judge discussed the janitorial position and the court approved hiring Christian Rodgers full-time effective Monday, December 4th.

The Judge also brought to the court the resignation of Bridget Compton, who is carrying the duties of the Fiscal Court Clerk plus Deputy Judge Executive, from her Clerk position. She will remain Adair County Deputy Judge Executive.

Daryl Flatt brought a motion to the Court to allow the Sheriff to add $70,000 to the Sheriff's budget to hire a second deputy, as well as purchase a vehicle for that deputy, and make up the amount charged with not renewing the CORPS contract. The court decided to approve the request.

The Judge also announced that the County Clerk's office will be closed for the first two weeks of January for system updates.

There were no public comments.

The meeting adjourned at 8:06pmCT.
