Absentee Ballot By Mail portal opens Saturday

The online portal to request an Absentee Ballot by Mail for the upcoming Kentucky General Election opens on Saturday, September 23, 2023. The last day to request a mail-in absentee ballot will be October 24, 2023.

The online request portal is https://vrsws.sos.ky.gov/abrweb, or you may request one by calling or coming to the Adair County Clerk's Office before October 24, 2023, at 4pmCT.

Note that you must meet criteria pursuant to KRS117.085 to request an absentee mail in ballot (see below). If you've voted absentee before, remember that a new request must be made for each election.

How to return Mail in Absentee Ballots:


Mail to Adair County Clerk's Office at 424 Public Square, Ste 3, Columbia, KY 42728, or drop in the Ballot Drop Box located in Adair County Clerk's Office, 424 Public Square, St3., during normal business hours: Mon-Fri (8amCT to 4pmCT), Saturdays 8amCT to 11amCT (except a holiday weekend/October 14); Election Day from 6amCT to 6pmCT.

Voters requesting absentee mail in ballots are encouraged to return their completed ballots as soon as possible. Ballots must be returned no later than 6pmCT on November 7, 2023.

Who can request an absentee mail in ballot?
Pursuant to KRS117.085, to request an absentee mail in ballot you must certify that you are not able to appear at the polls on election day due to one of the reasons below:
  • 1. You are a covered voter under the Kentucky Uniform Military and Overseas Act, KRS 117A.010
  • 2. You are a student who temporarily resides outside the county of my residence.
  • 3. You are incarcerated in jail but have not been convicted of the crime for which I have been charged.
  • 4. I have changed my place of residence to a different state during a period in which my new state's voter registration books are closed (you will receive a ballot only for the offices of President and Vice-President of the United States).
  • 5. You are temporarily residing outside of Kentucky but am still eligible to vote in the state
  • 6. I will be absent from my county of residence on Election Day and on all of the days that in-person absentee voting is conducted.
  • 7. You are a participant in the Secretary of State's crime victim address confidentiality program.
  • 8. You are not able to appear at the polls on Election Day or on the days in-person absentee voting is conducted on account of age, disability, or illness and I have not been declared mentally disabled by a court of competent jurisdiction.
If you do not meet these minimum requirements, you must vote in person.
