Adair CO Fiscal Court Regular Meeting, Dec. 13, 2005: Eastern Time?

In last night's Adair County Fiscal Court meeting, the court warmly received Magistrate J.M. Shelley's suggestion that the County go on Eastern Time. "It's a long process," Mr. Shelley said, but he urged the court to begin. No action was taken at the meeting, but the idea is now under consideration.



Eastern Time adherence is already widely practiced, extra-legally, in Clay Ridge and West Knifley, and to a lesser extent, in Pellyton, though these centers are technically in the Central Time Zone along with areas nigh El Paso, TX
No active prospects for Green River Commerce Park, court told

On the economic development front, the court was told last night that there are no active prospects to land new jobs in the Green River Commerce Park.

The court received its quarterly briefing on economic development from Martin Jones, the county's industrial recruiter, who told the court that Adair County has received two inquiries in the past three months for sites in the Green River Commerce Park but neither resulted in a firm prospect.

Mr. Jones said his organization is working more now with existing firms. One is Majestic Yachts. The firm is not eligible for State Funds for the relocation, Jones said. The Industrial Authority is looking for ways to help, he said.

The Industrial Authority has hired Katie Davis as administrative assistant, Mr. Jones said. He added that the authority's web site is nearly complete and marketing materials will be in use after the first of 2006.

A planned trip to Canada by Mr. Jones has been cancelled, but he will be in Frankfort on the community's behalf on Thursday and Friday of this week. "We are getting the word out on what we have here," he said.

County should remove abandoned trailers next, A.L. Sinclair urges

A.L. Sinclair, the County's Solid Waste Coordinator, recommended that the problem of abandoned house trailers in Adair County be the next beautification project. "We've had a good year cleaning the roadsides," Sinclair said, "now we need another project." Getting rid of abandoned trailers should be the next goal of the Adair County beautification project, he said.

The Fall Cleanup Drive is complete, Mr. Sinclair said. Final results show the cleanup of 538 miles of highway on 150 different roads. 7,410 bags of trash, 23 tires, and 7 appliances taken from roadsides in the county Sinclair said.

Doug Campbell appointed to Airport Board

Doug Campbell was approved by the court as the new member of the Adair County Airport Board. He replaces Rudy Higginbotham, who resigned.

Two reappointed to Adair County Extension District Board

Also, Danny Wilkinson and Kirby Hancock, members of the Adair County Extension District Board were re-appointed to the Adair County Extension District Board at the meeting.

Three percent pay raise for County Clerk's Office employees; raise for election workers

The court unanimously approved a 3% pay increase for employees in the Adair County Court Clerk's office. In a separate action, the court approved a recommendation from Adair County Court Clerk Ann Melton to increase the pay of election workers from $60 to $85. Training pay for the workers was also raised from $10-$15 a session. On election days, the workers face 13 hour days, she said.

Leon Roy and Kenneth Burton added to jail staff

The court approved a request from Adair County Jailer Bug Knight to re-instate Leon Roy as a part-time dispatcher at the Jail and to hire Kenneth Burton as a part-time floor deputy.

Judge Jerry Vaughan presented the Jail Report in the absence of Jailer Knight. The facility served 13 counties in addition to Adair County and had total billings of $70,838 for the month of November, 2005.

25 MPH on Ben Smith Road now the law

And you'll need to drive no more than 25 MPH on the Ben Smith Road. The second reading of the ordinance to restrict speeds on that road was unanimously approved last night.

Ken Aaron presents concern about caves under possible Justice Center sites

Finally, Citizen KEA, Kenneth Edward Aaron, appeared before the court to present information he has received from the University of Kentucky Geological Survey about the Fort Payne Formation. This is the bedrock underlying Columbia.

Mr. Aaron told the court that some of the downtown sites on which the new Adair County Justice Center may be built could have caves and springs. But he said the information he received indicated that the caves are very small and would do minimal damage to a well designed building.
