Adair Justice Center: Three sites near downtown to get further study

Six sites near downtown presented. Board will hear further evaluations on current top three sites on January 10, 2006. Situation is fluid. Totally new site still could be selected.

The Adair County Justice Center Project Development Board (PDB) voted Tuesday night, November 29, 2005, to make further evaluations on three possible sites for the new Adair County Justice Center.

The board had been present six sites, but quickly narrowed the list to two, but at the urging of Circuit Judge Jimmy Weddle, a PDB member, a third site was added to the list of tentative finalists.


Michael Hesse, PE, Project Manager, DLZ, KY, Frankfort, presented a rating system for the projects. "The scoring is based from 0.00 (worst) to 1.00 (best) on three criteria," Mr. Hesse said, "Site Cost, Downtown Location, and Acreage. The scoring of the alternates is expected to change as we further investigate each site."The site acquisition budget allows for slightly more than $400,000, which is proving to be challenging. The projected building size is 32,580 sq. ft. Based on these standards, the top three choices for the moment are:
  1. Alternate 3 = 0.87. This site is 1.7 acres bounded by Campbellsville ST, Merchant ST, Monroe ST, and the Columbia City Cemetery. It has three major buildings, the florist building, First Realty, and the service station building on the corner.

  2. Alternate 1 = 0.77. This site is 1.2 acres, and is bounded by the Public Square, Campbellsville St, and the south side of the City Parking lot. It would cross and close Adams Alley. This location is closest to the Adair County Regional Jail.

  3. Alternate 4 = 0.74. This site is the most spacious, at 2.3 acres, and includes one block bounded by Greensburg ST, Jones ST, Merchant ST, and South High ST. It has several commercial buildings; two residences, and two residences converted to commercial use. This site provides for more on-site parking than any of the current top three.

Three other sites were presented, but not rated, and are not currently included in list for further DLZ, KY, evaluation. They are:
  • Alternate 2: This .7 acre site would be bounded by the Public Square, Burkesville ST, Fortune ST, and the Municipal Parking Lot bounded by Fortune and Reed Streets. It would include the old Firestone Building now owned by Dr. Ben Arnold, the Farm Bureau Building, the Walker Realty Building, and the Harris & Harris Building.

  • Alternate 5: This 2.2 acre site would have the Justice Center fronting on Jamestown Street, in the Valley, and would have rear access from Fortune ST, across from the Alltel telephone exchange building.

  • Alternate 6: This 1.1 acre site is the Phelps Motor property, bounded by Paull, Marshall, and Greensburg Streets.
Discussion at the Tuesday meeting indicated that the site is far from selected, though sentiment seemed highest for Alternate 1, with the building fronting on the Square and Campbellsville ST.

However, during the discussions, several members noted that none of site finally selected might be different from any now being studied.

The meeting was chaired by Adair County Judge Jerry Vaughan. Other PDB board members are Adair County Magistrate Roger Stephens, Adair County Circuit Court Clerk Dennis Loy, Circuit Judge James Weddle, and Doug Teague, Lexington, representing the Administrative Office of the Courts (AOC). James Baumann of the AOC is is an advisor.

The PDB's next scheduled meeting is January 10, 2006, at 5:00 p.m. CST, in the basement of the Annex building. At that time, Mr. Hesse is to present enhanced evaluations of the three top sites now under construction.

Adair Justice Center: Tops for now, Site Alternate 3



2005-12-01 - Columbia, KY - Photo Staff. TOPS FOR NOW. This site, Alternate 3, bounded by Campbellsville, Merchant, and Monroe Streets and the Columbia City Cemetery, is now one of the top three being considered by the Adair County Judicial Center Project Development Board. On a scale of 0 to 1.0, with 1.0 being the best, this 1.7 acres, m/l, has received the highest rating, .87, of any of the six sites now being considered. This site has moved into a Top Three standing. The rating scale is based on site cost, location to downtown, and acreage, according to Michael Hesse, project manager for the design engineering firm, DLZ, Kentucky, Frankfort.

Adair Justice Center proposed Site Alternate 1
