ELECTION 2006: Fifth Magisterial District seat attracts large field

When Kenny "Buck" Downey filed for the Republican nomination for Fifth District Adair County Magistrate, he became the fourth in his party and the fifth candidate for the post.


Downey filed Saturday, November 19, 2005, in the office of Adair County Court Clerk Ann Melton.

The four Republicans who have filed include the incumbent, Billy Dean Coffey; Jackie D. Cravens, Kenny Downey, and Jerry M. Smith.

Kenny Downey is a member of a powerful Republican family in a very heavily Republican District. Both his parents, Kenneth "Buck" Downey and Treva Keltner Downey Ballou, held the position, and Kenny Downey's grandfather, Marvin Downey, was the Districts representative on Fiscal Court for many years.

The incumbent magistrate, Billy Dean Coffey, was appointed by Governor Fletcher to fill out the unexpired term left by the resignation of Junior Brown, who left to take a job with the State. Magistrate Coffey's grandfather, Cassius Coffey, was once a magistrate, too.

As for the Democrats, the last one to serve was Shirley Glasgow, Milltown, KY,who was appointed by Governor Martha Layne Collins during the administration of Adair County Judge Jimmy Firquin.

Glasgow chose not to stand for election when the term ended. "Mrs. Downey was Buck Downey's widow, and she wanted it, and I didn't want to stand in her way," Mr. Glasgow recalls.

Jeff Hatcher is the lone Democrat . . . for now

But Jeff Hatchernow the lone Democrat, is awed by the fact that his district elects mostly Republicans. He says he expects opposition in the primary from Robbie Redmon. Mr. Hatcher thinks that is appeal can reach across party lines. He is the nephew of former Fifth District Magistrates Kenneth Downey and Treva Keltner Downey Ballou, and the grandson of Marvin Downey. Kenny Downey is his first cousin. And, to top it off, the man whose style he hopes to emulate is former Fifth District Magistrate Junior Brown.

"I had wanted to run for a long time," he said. "I consider myself a friend of Billy Coffey, but when I saw that a lot of Republicans were going to run against him," he said, "I went to Billy and told him I was going to run."

Jeff Hatcher is in the excavation business, and stands to lose a good deal of business with the county if he wins and can no longer do contract work for the county.

Garnett Baker, Portland, was asked about other Magistrates he remembers. Mr. Baker is 79 years old and is quite knowledge of things in the area around Portland and Milltown. He recalls that the district was served by Mr. Jenkins Pickett and Mr. Truman Kemp.
