Taylor County water affected by storms From Larry J. Smith Taylor County was on a conserve water basis after the storms because the water treatment plant lost power, then we lost power at the Green River Lake pump station on Smith Ridge. The power to the treatment plant was restored on Saturday morning, and power to the pumps at Green River was restored just before lunchtime. Our county along with others have been declared at state of an emergency. Taylor County Judge Executive Barry Smith and Governor Andy Beshear have been in contact over the issues.
