Adair Fiscal Court rejects McLean & Cook bid for courthouse interior remodelling

  • County will re-bid the interior renovation work to include replacement of Jamestown Street Door to match the replacement door needed on Greensburg Street
  • Administrative Office of Courts would do work, but County is exercising option to seek bids so "local contractors would have opportunity to get more business"

In an emergency meeting, this morning, Tuesday, September 8, 2005, the Adair County Fiscal Court rejected the one bid which was received for renovation work on the interior of the Adair County Courthouse.

The bid was for $62,500, from the Columbia firm of McLean & Cook Construction Co.


The six court members present were told by Judge Vaughan that the meeting was an emergency because he had received word from the Administrative Office of the Courts (AOC) that the bid was too high and they would not participate in it.

Without the AOC's approval, the renovation would have had to have been paid for completely by the Adair County Fiscal.

With AOC approval, he said, the AoC would pay 100% of the costs of renovation for areas used strictly by the court, and would have paid 60% for work in areas which benefit the county and courts jointly or would benefit only the county. He did not offer a breakdown, but said that the biggest part of the project would be paid by the AOC, if they approved the contract.

"We'll need to get a new bid advertised as soon as possible," he said, adding, "it will be to our advantage to do so."

At Judge Vaughan's recommendation, the members present, Terry Farris, Wid Harris, Tony Loy, J.M. Shelley, Roger Stephens, and Joe Rogers voted 6-0 to:
  1. Reject the McLean and Cook Bid.
  2. Authorize the Judge to advertise the new bid invitations as soon as possible
Two separate votes were taken. The seventh member of the court, Magistrate Billy Dean Coffey, was not present.

Judge Vaughan told the court that by re-advertising, the county will be able to include a new door for the Jamestown Street entrance, which was recently damaged by a storm. This door will match the new one needed after it was intentionally damaged by the driver of a pickup truck earlier. "And," Judge Vaughan said, "if this bid is accepted by the AoC, the county will be out very little."

The bidding process, locally, is optional, Judge Vaughan said. "The courts have people who will come in and do this work, and we're not involved, but we had hoped that by putting it out for bid, local contractors would have more business."

Also present at the meeting were County Attorney Jennifer Hutchison-Corbin, Deputy Judge Gail Cowan, and members of the media.

Regular monthly Adair County Fiscal Court meetings are held at 7:00 p.m., each second Tuesday.
