Adair Co. Board of Education regular meeting September 15, 2006

ACES construction on fast track. Withers Geo-Therm sets withering pace. Softball lights are coming along. Athletic Building gets attention. Superintendent to work on plan to get more National Board Certified Teachers. Board turns down request for pay for cheerleader chaperones. Heartland Community Church asked to quit using band room as a church by January 1, 2005. Working budget, consent agenda approved, including over $400,000 in construction payments.

Superintendent Darrell Treece reported at the Thursday, September 15, 2005 regular School Board meeting that construction on the new Adair Elementary School is on track, with a number of segments ahead of schedule, but the outlook for the completion of the Athletic Building is not so rosy.


Superintendent reports ACES construction going really well.

The contractor installing the geo thermal system, Withers Geo Thermal of Columbia, KY, had 90% of the work complete he said at the meeting. The Withers company, headed by Andy Withers, should finish several months before their April deadline.

The outlook now is for the project to be complete in July of 2006, with plenty of time to move in for the school term starting with the August 2006 school year.

Mr.Treece also noted the following, concerning the new school:
  • Sixty percent of the footers for the foundation are complete
  • Work areas have been gravelled so that even rainy weather won't present major problems
  • Plumbing installation has begun
"And the blocklayers are chomping at the bits. They're ready to go," Mr. Treece added.

In another area of the campus, Mr. Treece told the board that softball field light work has begun.

Board approves getting design work for the new Athletic Building

"We have a partially completed building at the football field that we need to complete," Board Chairman Mike Harris said, prior to getting a 4-0 vote to have architect Gary Scott produce designs for the completion of the building, as recommended by Superintendent Treece.

Mr. Treece told the board that the Coca-Cola Company is donating a scoreboard, and that that is a big help, "But we're still sitting there with a shell of an athletic building.

Mr. Treece told the board that some local contractors can finish the work on the building over the winter. "But they need designs to know what to do."

"We've been told that it would take $200,000 to complete the building, and we can't meet that amount," he said.

"I think we can do it a lot cheaper with the drawings to get estimates," Chairman Harris said.

Marsha Reddick reports on National Board Certification program

The board heard a report from National Board Certified Teacher Marsha Reddick about the program and its future for teachers in the system.

NBCT teachers are considered highly qualified by the No Child Left Behind program, she said. "One study has said that having an NBCT teacher is "like having four weeks instruction every semester," she said.

Besides Marsha Reddick, the Adair County system has two other NBCT teachers: Lisa Godsey and Kirby Hancock.

The program costs a total of $2,365, if all goes well. The board was asked to study ways to help the teachers with financing those costs, and to look to banks and other businesses to help with the costs.

Superintendent Treece said that he would work with Marsha Reddick to come up with a plan to help get more Adair County teachers through the program.

Request for cheerleader chaperone pay fails for lack of motion

Julia McQueary came before the board to request funds for pay for adult chaperones for a cheerleader competition in Knoxville, TN, but left the meeting disappointed.

She said that there would be 22 students on the trip with just herself and Molly Quinn, to assist her.

Member Marsha Walker noted that only two adults are needed to chaperone 88 band members on their trips, and Superintendent said that it had been his experience that the ratio of chaperones to students could be one teacher for 15 students.

"I can't recommend the it," he said, and the request died for the lack of a motion, much less a second to bring the matter to a vote.

Technology Coordinator Carla Perkins reports to board

The districts Technology Coordinator, Carla Perkins, reported on progress in her program, which included showpiece student-run Technology Help Desk for the Adair County Schools Columbia Campus. "The system will be expanded when all the schools are on the same campus," she said.

Chad Parnell is the instructor for the program, she said. Students provide help to both instructors and other students with setting up and running computers and networks.

Carla Perkins said that she is planning an open house for the community to see the help desk at a date to be announced.

Coordinator Perkins said that the schools now make World Book Encyclopedia available to all the students. "If you have access to the internet in Adair County, you can get access to World Book," she said.

She said that the schools are taking part in the KET Encyclomedia program.

She noted that a major computer upgrade is ongoing. The Technology Coordinator is also working to lower school system long distance costs, with a target of 3.6 per minute.

The program is aided by lower telecommunication connection costs, she said, with Alltel giving steep discounts in the 80% range.

The program has also benefited heavily from grants, for which she noted the work of Grants Writer Sammy Taylor.

Board approves a working budget

On a motion by Member Marsha Walker, seconded by Vice Chairman Greg Willis, the board voted 4-0 to approve a working budget. Chairman Mike Harris and Member Floyd Burton joined Mrs. Walker and Mr. Willis in making the vote unanimous. Member Chris Watts was away with his father and could not attend the meeting.

The major changes will be the additional revenue from Medicaid, $30,000; the timber sale, almost $30,000. On the other side, the board is paying out $62,000 for additional acreage purchased from Ralph Carter, insurance cost will be up marginally, and fuel costs are up a whopping $36,000. "It's going to be tight," Finance Officer Renae Smith said.

Board gives church until first of year to vacate band building

The board voted unanimously to tell the Heartland Community Church that they will be required to quit using the Raymond Lacy Band Building for church services, effective January 1, 2006.

The church, headed by Jamie Smith, has been using the building at absolutely no cost since March 18, 2004, after they had requested temporary use of the facility until they could secure another meeting place. Mr. Treece said that Jamie Smith had sent a letter offering to pay up to $100 per month for the use of the building.

Board approves Consent Agenda with two added items, debate over change order

The Board approved the following Consent Agenda, with two added items. Added just before the start of the meeting a request for waiver of fees for a flu clinic and a leave of absence for Karen Hughes, whose husband died two weeks ago. Mrs. Hughes asked to take a leave of absence for the rest of the semester.

The vote to approval was taken in two steps because of objections by Member Marsha Walker for a change order on the site work by Haydon Bros Construction Company. Mrs. Walker said that he was opposed to the idea of any change orders from the original contract

However, the board agreed with Superintendent Treece's recommendation that $93,750 for additional work beyond what was called for in the original bidding be paid to Haydon for site work at the new Adair County Elementary School.

"We had thought that as much as $200,000 might be needed from our contingency fund for additional site work for the footers, plumbing lines, and electrical conduits, but by having the work done now, we'll save over $100,000."

The plan which was approved will Haydon Brothers go dig down an extra foot, then compact one foot of fill over the site base. Then when digging is to be done for the footers and other trenches, there be no rock with which to contend.

In all, over $400,000 in payments on the construction were approved at the September 15, 2005 meeting.

Heavy work needed to get Athletic Building ready



2005-09-19 - Columbia, KY - Photo staff. On the middle left, top of photo is the very faint outline of the Tv Cane Valley tower. Much of the ridge line in the background is along Campbellsville Road. The red truck, center, is on the C Wing, with the D Wing far behind the red truck. If the truck were to continue straight ahead, it would go to the new Bypass. The far wing, dominated by the huge white truck, is the A Wing of the building. The two gravelled runways forward are in the B Wing. The A & B Wings are classroom sections. C is the office area, and D will be the all-purpose room area.
