Adair Board of Education Special Called Meeting September 1, 2005: Tax rates set

  • Board approves tax rate to provide slightly more revenue; vote 3-1
  • Local district to receive $53,600 more for instruction at Youth Development Center

The Adair County Board of Education approved a tax rate which is projected to provide $172,162.00 in additional General Fund revenue for the system, and a Building Fund tax is expected to produce $288,848 more for renovations and new construction.


The action took place at the Special Called Meeting, Thursday, September 1, 2006, at 7:00 p.m., held at the district's board room. The meeting was also advertised as a public hearing, but no one was present from the citizenry who registered to speak to the subject.

The vote for approval of the tax rate was 3-1, with Chairman Mike Harris (District 5) and Members Marsha Walker (District 2) and Floyd Burton (District 4) voting for the measure, and Vice Chairman Greg Willis (District 1) voting no. Member Chris Watts (District 3) was absent because of a prior commitment.

The rates set for the General Fund are as follows:
  • Real property, 39.8 cents, up from 39.4 cents
  • Personal property, 44.3 cents, up from 44.1
Real and personal school taxes are expected to raise $1,975.06 for fiscal year 2006 . The school district received revenue of $1,802,934 for school year under the old General Fund rates for fiscal year 2005.

Building fund tax levy set at 5.9 cents

The hearing notice for the meeting noted that the new building fund tax rate of 5.9 cents is expected to produce five-cent equivalent tax revenue of $288,848. This money will be spent for renovations on buildings and new construction projections. The tax was authorized by the Kentucky General Assembly in the 2004-06 Biennial Budget.

Local district to receive $53,600 more for instruction at Youth Development Center

The Board approved a revised memorandum of agreement with the Kentucky Educational Collaborative for State Agency for Children (KECSAC) which increased the amount the local district will get for providing instruction at the Adair Youth Development Center by $53,600.

The board was to have been reimbursed $160,800 in KECSAC funds for the 2005-2006 school year, but under the new memorandum of agreement will receive $214,400.

The local school district provides instruction for residents of the institution in Grades 5-12. The school administrator is Sue McQueary, of the Adair County School District. Norm Townsel is the program administrator at the Adair County Youth Development Center.

Adair County is one of 58 school districts in the state which receives KENSAC funds, according to the KENSAC web site. KENSAC's headquarters are at Eastern Kentucky University, Richmond, KY.

Sammy Taylor, Grants Writer for the local board, and Mr. Treece had met with KENSAC for a bit over one hour, Mr. Taylor said, to obtain the increase. Mr. Taylor noted that the local district also gets the same Average Daily Attendance (ADA) funds from the state for the Adair Youth Development Center instructional program. Mr. Taylor is also the contact for the program.

The 4-0 vote to approve the revised memorandum of agreement came on a motion by Vice Chairman Greg Willis, seconded by Member Floyd Burton, with Chairman Mike Harris and Member Marsha Walker concurring.

New Special Education position created for Knifley Grade Center

On a motion by Board Member Floyd Burton, seconded by Vice Chairman Greg Willis, the Adair County Board of Education approved a recommendation by Superintendent Darrell Treece to create Special Education instructor position at Knifley. Mr. Burton and Mr. Willis were joined by Member Marsha Walker and Chairman Mike Harris in approving the motion 4-0. Member Chris Watts was absent because of a prior commitment, Mr. Treece reported.

The new position may be part time and restricted to Knifley, or it may be full time, if a full time position is necessary to employ the right instructor.

The measure also allows the Superintendent the latitude to hire the new instructor on the condition that she or he be informed that teaching in another capacity for the balance of a full time position may be required. "We're short one-half an instructor at the high school," he said.

Also present at the meeting were Renae Smith, Finance Officer; and members of the media.

Adair Elementary on Schedule, Mr. Treece reports after meeting adjourns

Following adjournment of the special session, Mr. Treece gave a report on construction progress, which started July 13, 2006 at the new Adair Elementary School and made the following points:
  • Construction is on schedule for completion by July 12, 2006, approximately one month before the start of the '06 school year
  • A mobile building for construction headquarters has be moved to the site
  • Site work is 85% complete
  • Storm sewer work is almost complete
  • Water and sprinkler system was started last week and will be done in two weeks
  • Taylor County Rurall Electric Cooperative (TRECC) has been working in the rain to set two poles for temporary service at the site
  • All rebar for the construction is on site, and Davis Concrete has nine people ready to go to work pouring concrete
