KSP arrests Joel Scott Stephens on 37 second degree animal cruelty charges Kentucky State Police Detective George Atwood arrested Joel Scott Stephens, 37, on warrants for 32 counts of Cruelty to Animals Second Degree, on Tuesday, June 21, 2006 in Russell County. These arrests are the result of an investigation which began on June 2, 2005. At that time Detective Atwood and Detective Tony Wells discovered 32 horses inside Stephens barn on Bernard Ridge, in Russell County. All of the horses were suffering, in varying degrees, from malnutrition and dehydration. No food or water was within reach of the horses, and two foals were already dead. A veterinarian was called to the scene to provide emergency assistance to the animals. Stephens was lodged in the Russell County Jail. This story was posted on 2005-06-22 15:35:40
