State Budget 2004-2006: Columbia appears destined to be major highway hub Bypass, new Interchange with LBN Parkway, Highway 61 from LBN to Sparksville, and Federal projects on Heartland Parkway and Route 66 give Columbia new importance on Highway system Adair County may have fared better in the 2004-2006 State Budget than ever before in history, many observers are saying. They compare the number of projects to the days of Governor Louie B. Nunn, a previous high mark for Adair County. Much of the talk has centered around the major highway projects and the bypass construction and the construction of the interchange at the Louie B. Nunn Parkway and Highway 61 south. Those projects, plus the Federal Route 66 and Heartland Parkways, mean Columbia is destined to be a major highway hub. For many who have been waiting a half-a-century to see the bypass, it is still not believeable, but 51st District (Adair, Taylor) Representative Russ Mobley, (R) Campbellsville, KY, says that this time it's happening. "The money is here. The projects are in Stage 5, the Construction Stage. The bulldozers need to be out and the work needs to be done." Mobley noted that highway projects have five stages: 1) Planning, 2) Design, 3) Right of Way, 4) Utility, and 5) Construction. Rep. Russ Mobley will be in the Annex Basement, Tuesday, March 15, 10:00 A.M, CST, to discuss items that were included in the 2004-2006 State Budget for Adair County. Everyone is invited. Additional road funds which will be available for immediate (next 2 years) use in Adair County and the City of Columbia are:
A project to replace the existing bridge over Russell Creek, 1.2 miles East on KY 80, received $950,000 in the budget. It is in the Right-of-Way and Utility Phase. The project is slated to get an additional $2.5 million when the 2006 State Budget is drafted, Representative Mobley said. Other, smaller, highway projects are in budget Rep. It's a Federal project, but $11,000,000 has been approved by the U.S. House of Representatives to upgrading Highway 55 to widen it, add passing lanes every three miles, and make it a part of the Heartland Parkway, a 61 mile road which will extend from the Louie B. Nunn Parkway at it's intersection with Highway 61 to the Martha Layne Collins, or Bluegrass Parkway. Representative Mobley said the Heartland project appears to be a go. "I talked with Representive Ron Lewis this yesterday, and he expects the U.S. Senate to approve the project, too." A major section of the Route 66 project, hoped to extend one day from Washington, DC, to Los Angeles, CA, has been announced for the South Side of Somerset, from Fishing Creek Hill on the Louie B.
