Kentucky 2004-2006 Budget: Jail gets $4 more per diem for state prisoners
2005. D'Zine, Ltd. One Adair County official who is very happy about the 2004-2006 State Budget is Adair County Regional Jailer William "Bug" Knight. One provision in the budget is an increase of $4.00 per day in the reimbursement local jails will get for housing state prisoners, according to 51st District Representative Russ Mobley, the Campbellsville Republican who represents Adair and Taylor Counties in the Kentucky House of Representatives. We house an average of about 25 state prisoners each day. Per diem now was $26.50; that will be $30.50," Mr. Knight said. This will mean the jail getting about $100 per day more, or about $37,500 a year, which will lower the cost of the Adair County jail operation." County share is now $55,000 a year The county now puts $55,000 a year into the jail operation. Thats down from when I took over the jail in 2001. The year before, the county had to put over $300,000 into the jail operation. During my tenure, the highest the county has given us was $90,000," Mr. Knight said. An even brighter prospect for the county's jail cost is that the new minimum security facility plan is almost complete. This plan entails the conversion of the old Ambulance Building into a minimum security facility. Mr. Knight expects the facility, when operational, to have 30-32 state prisoners, on an average day. The additional $4.00 per diem on this group will mean that approximately $43-44,000 more will be coming into the jail, which might be enough to keep the county's share of the jail operation at zero. Our goal," Mr. Knight said, "is to get it to where there is no cost to the county for running the jail. Representive Mobley, on hearing that goal, said, "That would be a very good thing, indeed." Jail payroll is around $375,000 annually The Adair County Regional Jail employs 22 people. Sixteen are full time, six are part-time, Mr. Knight said. He estimates the annual payroll to be approximately $375,000. Mr. Knight will have completed 20 years in corrections when the current term, to which he was elected in 2002, is over.
