It's nail-biting time, but G.R.A.W.L. stays on track for new animal shelter Everything now riding on actions in next 11 days The Green River Animal Welfare League drive to get an animal shelter advanced one more step this morning, as the Adair Fiscal Court voted 6-0 to approve a resolution giving Judge-Executive Jerry Vaughan authorization to to sign the necessary documents for G.R.A.W.L.'s application for a $150,000 state grant. The vote came on a motion by Magistrate Terry Farris, seconded by Magistrate J.M. Shelley, who voted for it along with Magistrates Wid Harris, Roger Stephens, Tony Loy, and Joe Rogers. The outcome of the grant application should be knon by mid-February, the group's representatives, Ellen Zornes and Dr. Shantilla Feese said. G.R.A.W.L. has secured a bequest for $100,000 plus 9.5 acres of land near the Jamestown Street, Louie B. Nunn Parkway interchange for the construction of a up-to-date facility The bequest is contingent on the successful initiation of complete funding by August 31, 2005. The benefactor has not yet authorized the release of his name. The overall structure of the proposed shelter is 113'8" on the front, and has a depth of approximately 45'. It will receive animals defined as a "domesticated or feral dog or a domesticated or feral cat." Important dates now facing the group are:
Judge Vaughan told the court that he believes Adair and Metcalfe Counties will be ahead of all the other counties who do not have animal shelters. "I believe it's something we'll have to do shortly, anyway," he said. "It looks like this legislature or one very soon will mandate that counties have animal shelters." Some contract highlights The contract, drafted by Adair County Attorney Jennifer Hutchison, between Adair and Metcalfe Counties calls for the shelter to operate with a five-member board: Each county judge-executive or his/her designee, and three members selected by the Green River Animal Welfare League, Inc., one of whom must be a licensed veteriinarian. A separate line item for all grant money for the purpose of construction shelter will be established in the name of Green River Animal Shelter-Adair County Fiscal Court. The $27,500 from the Metcalfe Fiscal Court will also be in the account. Checks written for the shelter will be maintained by the Adair County Treasurer, with purchase orders approved by the shelter board. Claims will be approved by three of the five shelter board members and presented to the Adair Fiscal Court for approval and payment. Metcalfe County's annual $27,500 will go to maintain the day-to-day operations of the shelter. The shelter will have one paid full time worker and two paid part-time workers, selected and paid for by the Adair County Judge, with approval of the Adair County Fiscal Court. Both Adair County and Metcalfe County will individually be responsible for employment of an animal control officer. This position is now held, in Adair County, by Jimmy Harman. Both counties will be individually responsible for animal control vehicles, separate from the animal shelter operation. The budget for the Green River Animal Shelter will be approved by both the Metcalfe and Adair County Fiscal Court and will be incorporated into the Adair County Fiscal Court budget. All dog tag issued at the Green River Animal Shelter will be remitted to the Adair County Fiscal Court for general operating expenses. The counties will share joint liability for injury or damage to persons or property caused by any animal after Green River Animal Shelter takes custody. Fees for adoption, boarding, and donations from Adair and Metcalfe Counties will go toward the general operation expense of the shelter. The contract will be for a period of a year, but G.R.A.W.L. spokespersons and Judge Vaughan said they hoped it would be renewed. Judge Vaughan was also hopeful that at least one more county would join the project. A three page "Green River Animal Shelter Rules and Regulations" was incorporated into the contract.
