Adair Fiscal Court report, last meeting of decade

Adair County Fiscal Court held its last meeting of December, and the last meeting of the decade, Monday evening, December 30, 2019.

After calling the meeting to order Judge Cowan reported that family members of Rep. Carney say while he is showing slight improvement they request continued prayers for his healing. Kentucky House Majority Floor Leader John "Bam" Carney had been placed in intensive care with a severe case of pancreatitis and infection at Norton Hospital in Louisville just before Christmas.



In the business of the meeting, Magistrates: - Approved the maximum amounts requested for deputies in both the sheriffs office and the clerks office.

- Considered the proposal by Jason Upchurch, 911 director, and Jeff Cooper toward updating and improving the Startell phone system. The upgrade would save the county approximately $1,400 a year while moving from outdated analog circuit transmissions to VoIP (Voice over Internet Protocal) service using use the Internet as the transmission medium for telephone calls. The system will be studied by Magistrates between now and the next meeting so that a decision can be made at that time.

- Unanimously approved the request by Dan Thies, American Red Cross Disaster Response Team volunteer in Adair County, for the Annex facility to be used as the meeting place in any disaster situation to be coordinated with the Adair County Emergency Management Director.

- Unanimously approved the appointment of Bridget Compton as Solid Waste Coordinator to replace David Beasley who resigned to take a position closer to his home. Judge Cowan said she will have the full enforcement powers of the position.

- Unanimously approved the resolution to make Adair a Second Amendment Sanctuary County (see full resolution in separate story).

All Magistrates were present except for Chris Reeder.

The next meeting of the Adair County fiscal court will be January 14, 2020 at 6pmCT in the Courthouse Annex on the Public Square in Columbia, KY. All meetings are open to the public.

Phone system update presented at Fiscal Court meeting

The Magistrates will schedule a meeting between now and the first January meeting so that the system can be observed working.
