Roof grant proposal pulled in a Called City Council meeting

Roof Grant Application issues surfaced resulting in a Special Called City Council meeting; Several had voiced concern to city representatives about the proposed roof over the parking lot, one business owner attended with staff members to assure they would be heard; Unanimous vote was made to pull this particular grant application due to discrepancies.

A special called Columbia City Council meeting was held January 16, 2019 to specifically address one main issue - a proposed grant application toward building a roof over the parking lot at the corner of Merchant and Campbellsville Streets to house the Farmers Market.



At the first regular City Council meeting of 2019, copies of the rough drawing and proposed application for the roof and details were presented to Council members who had not seen the proposal before. During the December 2018 regular monthly meeting, then Mayor Curtis Hardwick announced he had been working closely with leaders of the local Farmers Market to construct a 15,500 sq. ft. pavilion. Hardwick estimated the project to cost around $500,000 but quickly added that it would be covered through grants from the Kentucky Agriculture Development Board and the USDA.

He said the pavilion would cover the city parking lot located on the corner of Campbellsville and Merchant Streets. This lot currently serves as home to the Farmers Market every Wednesday and Saturday beginning in April and running through October.

Messages of concern began surfacing after his announcement from among business owners on two sides of the parking lot as well as in the Judicial Center - all dependent on that same lot, resulting in the special called meeting just for this subject.

Three leaders of the Farmers Market were in attendance at the special called meeting and were ready to hear the findings and work with the Columbia City Council to continue the market in that location. They included FM President Darrell Bunnell, FM Vice President Darrell Andrew, and FM Manager Donna Jones.

Council and Farmer's Market Leadership Discuss Grant Application

Newly elected Mayor Pam Hoots gave those in attendance some new, concerning details about the grant information that had already been submitted to the Kentucky Agriculture Development Board:

The USDA grant included a stipulation requiring matching funds. After totals were reviewed, it would leave the City of Columbia responsible for $149,340.

Additional costs to the city that were not included in the initial estimated proposal included utilities, drainage, and other necessary expenses - leaving the city saddled with these extra financial responsibilities.

Council member June Parson mentioned that the grant was submitted under the City of Columbia instead of through the Farmers Market. "We have physically measured the lot and that size structure will not fit there," she said.

She added that zoning regulations had not been included, KU poles would have to be moved, and at least 2/3 of the parking spaces would be eliminated.

Council member Rogers said, "Due to the city possibly being out an estimated $150,000 plus and the loss of parking spaces, I make a motion to pull the submitted grant."

Council member Mark Harris seconded the motion. All voted in favor. The matter was left open for the possibility of finding another pavilion location at a later date.

Mayor Hoots added, "We all can agree that we enjoy the Farmers Market, most of the council has been down there because I see them there on Saturdays. We love the market."

Over the years, the Farmers Market has grown in number of vendors and has become a very popular stop during the growing season. Mayor Hoots and the council seemed careful to protect the open dialogue and good working relationship they've had with the Farmers Market leaders. The FM group will be on the City Council's February agenda hoping to receive approval to remain at that location.

All council members were present, including: Craig Dean, Linda Waggener, Dr. Ronald Rogers, Sharon Payne, June Parson, and Mark Harris.

Regular meetings for the Columbia City Council are held the first Monday of each month at 6pmCT in City Hall, 116 Campbellsville ST, Columbia, KY. Meetings are open to the public.

Hearing both sides of the possible roof grant application issue

Several attended the special called meeting of the Columbia City Council representing two sides of a potential Farmers Market roof grant application issue. Standing is Rena McCloud, RN, owner/administrator of the Ole Homeplace Adult Daycare Center of Columbia. The city is also home to her corporate headquarters for multiple other locations and her building borders the parking lot in question. She spoke on the need to protect the parking spaces needed for businesses like hers which utilize the parking lot across from the City Hall where FM2 locates on Wednesdays and Saturdays when produce is in season. A roof on the parking lot would block parking and inconvenience her employees and other businesses and organizations surrounding that lot. All council members were present for a unanimous vote to table the grant application.
