AC Fiscal Court Special Called Meeting 15 Jan 2019 - Report

Additional Appointments made - new Finance Officer, new Solid Waste Coordinator, new Water Board Member; Jim Blair Center floor moves closer to completion, all in an under 10 minute meeting.

The special called fiscal court meeting agenda was short in a meeting held this afternoon. However, the court's approval was needed for appointments Judge Executive Gale Cowan recently made.

New Finance Officer Hired

Judge Cowan announced that after advertising for the position of Finance Officer she had received 28 applications.



Judge Cowan recommended hiring Benisha Johnson, full time, beginning at $11.50 per hour. After a six-month probationary period, her wage would increase to $12 per hour. Johnson will begin on January 23, 2019. All magistrates voted in favor.

New Solid Waste Coordinator Hired, Will work with Recycling Center as well

According to Judge Cowan only one application for the position of Solid Waste Coordinator was received after it was advertised. An interview was conducted and Judge Cowan recommended to the court that they hire David Beasley of Metcalfe County. Beasley had served as Solid Waste Coordinator for several years in Metcalfe and received a positive review from those he had worked with in Frankfort. Beasley had not been re-appointed when new Metcalfe County Judge Executive Harold Stilts recently took office.

Judge Cowan recommended Beasley to be hired full time beginning immediately at a pay rate of $12 per hour. He will work part time with Solid Waste and part time with the Recycling Center. All magistrates voted in favor.

New Water Board Appointment

Judge Cowan recommended Richard Grant for a board position with the Columbia/Adair Utilities District. Grant will take over for Mike Newton who currently sits on the board and whose term ends on Feb. 10th. Grant will serve a four year term. All magistrates voted in favor of the appointment.

Flooring at Jim Blair Center set to be done this week

Seven months after the bid was approved by the court, the Jim Blair Center is expected to see new flooring laid this week. Judge Cowan explained that due to several months having passed since the bid was approved, the winning bidder for the job had let her know that prices had gone up around $200. The Judge had consulted legal counsel and the project did not have to be re-bid.

The City of Columbia, which had voted to pay for half of the project per the 50/50 Jim Blair Park and Recreation Center cost share agreement, was made aware and gave approval for the slight change. All magistrates voted to approve.

Approval of Immediate Bills

Two bills needed quick approval: a road department bill at Hancock Tires for grader tires which must be paid up front. The other item was a reimbursement left off the County Treasurer's report given during the regular January meeting Jailer Joey White's lodging during a training in December. Both bills approved by the court.

All magistrates were present: District 1 Harold Burton; District 2 Daryl Flatt, District 3 Sammy Baker, District 4 Chris Reader; District 5 Billy Coffey, District 6 Greg Caldwell and District 7 Terry Hadley.

Meetings are open to the public. Regular meetings are held on the second Tuesday of each month at 6pmCT in the basement of the Adair courthouse annex. Special called meetings are announced.
