Letter: ACJE Cowan says illegal dump being addressed Adair County Judge Executive Cowan writes: I just want to take this opportunity to let the citizens of Adair County know that the illegal dumping and roadside cleanup is a major concern of the new administration in the Judge's Office. Mr. Smith sent me this picture over the weekend and I began making calls and emails first thing this morning. The situation is being addressed.
