Special Called Fiscal Court Meeting 7 Jan 2019 - Report

Special called meeting by newly sworn in County Judge Executive Gale Cowan set appointments in place and magistrates approved several personnel positions; new look in annex basement.

With the Pledge of Allegiance and prayer said, newly sworn in Adair County Judge Executive Gale Cowan conducted her first meeting Monday morning, January 7, 2018. The annex basement setting looked somewhat bare with the lack of a podium and lamps, however, small cosmetic changes made little difference to official business conducted less than 24 hours after the swearing in.



The special called meeting was primarily held for fiscal court members to approve county personnel and for Judge Cowan to announce her appointments.

A noticeable change which Judge Cowan addressed was that, as of now, her office will not have a Deputy Judge Executive. In her absence, the Judge has opted instead to go with an order of succession using magistrates: 1. Billy Coffey and 2. Sammy Baker.

Currently, two positions remain open. The need for a Solid Waste Coordinator had been advertised, however, Judge Cowan said there was only one party to apply. She has plans to interview them soon.

This week, Judge Cowan is interviewing for a Finance Officer to fill her former position.

Road Foreman (2 year appointment): Barry Hamlett

Fiscal Court Clerk/Executive Secretary: Bridget Compton

Emergency Management Director: Mike Keltner

Dog Warden: Jimmy Harmon

Mapping Coordinator: Kevin Jones

Adair County Treasurer: Melinda Quinn

ABC Investigator: Jason Rector

Fiscal Court Approval of Personnel

Green River Animal Shelter Director: Tammy Campbell

E-911 Department Administrator: Jason Upchurch

Judicial Center Maintenance/Janitorial Staff: Trina Farmer, Elizabeth Moss, Jason Smith (grounds)

Annex Janitorial: Jackie Cravens

Recycling Director: Christian Ford

Litter Abatement (part time): Jerry Antle

ABC Investigator: Jason Rector

Parks & Rec Director: Lisa Handy

Deputy Coroner (part time): Tony Bragg, Mike Keltner

Jail Chief Deputy: Eric Antle

All magistrates were present: Chris Reeder (newly elected), Sammy Baker, Daryl Flatt, Harold Burton, Billy Coffey, Greg Caldwell, Terry Hadley. Meetings are open to the public and are held on the second Tuesday of each month at 6pmCT in the basement of the Adair Courthouse Annex.

A Special Called Fiscal Court meeting Monday morning, January 7, 2019, allowed new Adair County Judge Executive Gale Cowan to announce her appointments for key positions. The setting in the basement proved somewhat a surprise for those in attendance at the first meeting of the new administration with the podium and lamps missing. The lamps weren't really "missed" as they've often proved a photographical challenge. - TK
