Columbia City Council December 2018 meeting - Report

City Council Sums Up 2018: Pavilion, 40 Acre Landfill, and Warm Sentiments for Those Leaving Office

By Tiffany Kessler

Wrapping up the year, December's monthly meeting of the City Council was held in regular session Monday night. Presiding over his last meeting as sitting mayor, Curtis Hardwick prepared to leave office by reporting on two rather large projects he recently began.

"We have been working on a grant for a pavilion for the Farmer's Market - an almost $500,000 project," Hardwick announced. He believes if grant monies are approved by the Kentucky Agriculture Development Board and the USDA, the cost of a 15,500 sq. ft. metal pavilion could almost be completely covered.

The pavilion would be located over the parking lot on the corner of Merchant and Campbellsville Streets.

Hardwick assured that no parking spaces in the projected area would be taken, only covered. "This would be a wonderful thing. Besides the Farmer's Market and Downtown Days, the community could hold events over there. It could be used for so many activities."

Also during his comments, Hardwick updated the council on the status of an old landfill and possibilities for its future cleanup. The topic was brought up during last month's meeting concerning 40 acres, which the city owns (though located in the county), on Reeves Road off of East 80. According to Hardwick, the EPA currently won't allow the usage of the land due to what it served as decades ago.

"We've applied for the Brownfield grant which works with the EPA," he explained. "If accepted, it's an unlimited grant and they take care of all 40 acres. We're also working with the Insurance Recovery Group and if we had the right kind of insurance at that time we can collect money to repair the land."

No vote was required for either project at this time.

Sidewalk Repair

A motion was made to accept a KLC Safety Grant (matching grant) for $3,000 to repair city sidewalks. The issue was brought up last month and included a special called meeting in November. When brought to a motion, all council members voted in favor.

Hardwick and Lasley Thank the Community

Mayor Hardwick summed up his last meeting by stating, "I thank all the council and anyone I've worked with during these four years. I've tried to help the citizens of Columbia when they've had problems. I just appreciate all the support they've shown me over the years, I'll never forget it."

Monday night was also Councilman Craig Lasley's last night in office. Lasley addressed the council by saying, "I'd like to say thank you for letting me be on this board, I learned a lot. I appreciate everything that everyone has done for me."

Lasley ended with a hearty Merry Christmas to all. During Council Comments, each member expressed their own thanks to the two officials that will be leaving office, as well as sending their own personal "Merry Christmas" to everyone.

December's meeting only took about 30 minutes. All council members were present, including: Craig Dean, Linda Waggener, Dr. Ronald Rogers, Pam Hoots, Craig Lasley, and Mark Harris.

Regular meetings for the Columbia City Council are held the first Monday of each month at 6pmCT located in City Hall, 116 Campbellsville ST, Columbia, KY. Meetings are open to the public.
