KY General Fund and Road Fund receipts in March 2020

March General Fund collections reflect predominately February economic activity. COVID-19's effects on tax receipts will begin to be seen in April.

By John T. Hicks/Greg Harkenrider

Frankfort, KY - The Office of State Budget Director reported today that March's General Fund receipts rose 6.8 percent compared to March of last year, an increase of $56.0 million. Total revenues for the month were $876.1 million, compared to $820.1 million during March 2019. Receipts have now grown 3.9 percent for the first nine months of FY20.

The revenue estimate for FY20 approved by the Consensus Forecasting Group in December 2019, called for 1.6 percent revenue growth for the fiscal year. The official revenue estimate enacted by the 2020 Session of the General Assembly reduced that General Fund revenue estimate by $128 million and the Road Fund revenue estimate by $21 million in House Bill 352, which is pending action by Governor Beshear.

March General Fund collections reflect predominately February economic activity. "The COVID-19 virus will have a profound impact on the economy and tax collections, and its effects on tax receipts will begin to be seen in April. The temporary suspension of most retail activity and many other sectors of the economy has led to a dramatic increase in claims for unemployment insurance, which will lead to lower income tax withholding in the coming months. These business suspensions will also profoundly affect sales tax revenues as well. Individual income and sales taxes comprise about 77 percent of General Fund revenues. Essentially the well-being of the state's economy and tax revenue is intertwined with the course of the COVID-19 pandemic, so the upcoming downturn in revenue collections will not abate until the public health crisis improves."

Carol Perkins: The USS Guy Perkins

Previous Column: Home remedies

By Carol Perkins

The USS Guy Perkins has docked on Perkins' Lane and has not been out to sea for a month. The captain of this ship is restless, and a storm is brewing in the distance. He declared quite profusely that if "this" is the life of a retired person, he will never retire. To keep him from sinking into the depths of depression, I plan daily "activities."

His first adventure was his outdoor camera. After he set it up (I wrote about that last week), he was as excited as a fisherman with a big bass on the line when he put his camera card in his computer and captured not only the raccoon but also a rabbit. I didn't know the eyes of a rabbit glowed at night.

The next night he placed the camera on a tree, aimed at the back of the house. When he retrieved it, hoping this time to see the family of deer who leave their prints in the muddy spots of the yard, he summoned me to his office. "What do you see in this picture?" he asked. All I saw was a picture of him as he was walking toward the camera. "That is all I have. Nothing!"

For the next project, I had provided pictures. For weeks I have "nagged" Guy to make flower boxes.

Governor praises faith leaders helping in COVID-19 fight

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - Gov. Andy Beshear on Thursday praised the actions and sacrifices of all Kentuckians - and faith leaders in particular - in the fight against the novel coronavirus disease 2019 (COVID-19).

"Our faith community is leading during this time," the Governor said. "I couldn't be more grateful and I couldn't be more proud of our pastors, ministers, rabbis, imams, deacons and everyone else for not only recognizing that we need to be worshipping at home, but for all that they offer."

Gov. Beshear noted this weekend holds special significance for several faiths, including Passover and Easter celebrations.

"These are very special times. But it's very important that we worship from home, or a non-in-person setting. We now know that just from one revival in Hopkins County we've seen 54 cases and six deaths," he said, adding that the death toll includes two new fatalities reported today.

The Governor noted that some of those people weren't at the revival but were infected out in the community by those who had been at the service.

"I have never been as sure of anything in my faith as I am in this: We must protect each other," Gov. Beshear said. He said now is not the time to make an exception on social distancing.
