Masks required in all Kentucky schools, child care settings

Health care, public health, school and business leaders support Governor's executive order

Frankfort, KY - Today, Gov. Andy Beshear said in response to the highly contagious COVID-19 delta variant and recent U.S. Centers for Disease Control and Prevention (CDC) guidance, he will require the following via an executive order:
  • All individuals - all teachers, staff, students and visitors - must cover their nose and mouth with a face covering when indoors in all public and private preschool, Head Start, elementary, middle and high schools (preschool through grade 12) in Kentucky, including but not limited to inside of vehicles used for transportation such as school buses, regardless of vaccination status; and
  • All staff, visitors and children ages 2 and older who are able to wear a face covering must cover their nose and mouth with a face covering when indoors in all child care settings in Kentucky, regardless of vaccination status.
"We are in the midst of the fastest surge that we have ever seen during COVID right now. This move is supported by medical organizations, local health department leaders, businesses and education leaders. It is also supported by the Kentucky Chamber, representing 3,800 member businesses across the commonwealth," said Gov. Beshear. "This is a united front of saving lives, keeping our kids in school and keeping our economy and workforce going."

Masks encouraged in judicial buildings due to Delta variant

Frankfort, KY - On Monday, the Supreme Court of Kentucky issued an order encouraging anyone entering a judicial center, courthouse or other judicial facility to wear a mask in light of the outbreak of the COVID-19 Delta variant in Kentucky. This order is in line with the latest guidance from the Centers for Disease Control.

The order also states that a chief circuit judge can mandate masks for a judicial facility.

Administrative Order 2021-27 replaces Administrative Order 2021-16 and includes these changes:
  • Clarifies that use of masks or other facial coverings is strongly encouraged for all individuals, in compliance with current CDC guidelines;
  • Clarifies that the Chief Circuit Judge, in consultation with the Chief District Judge and the Circuit Clerk, can mandate use of masks for an entire judicial facility;
  • Updates list of individuals at high risk for COVID-19, per current CDC guidance;
  • Updates and consolidates the list of quarantine/isolation requirements by referring to current CDC guidance; and
  • Deletes outdated language regarding renewal of expired driver's licenses, permits, and identification cards.

KY General Fund and Road Fund receipts for July 2021

General Fund receipts increase 8.4 percent
Road Fund receipts increase 0.3 percent

Frankfort, KY - - (Tuesday, August 10, 2021) - State Budget Director John Hicks announced today that Kentucky's General Fund receipts for July, the first month of Fiscal Year 2022 (FY22), totaled $981.5 million, an 8.4 percent increase compared to July 2020 receipts. The $76.4 million increase in revenues was concentrated in the sales tax and business taxes. Most of the major revenue categories increased.

Due to the large revenue surplus from FY21, revenues can still decline by 7.7 percent compared to FY21 actual receipts to meet the official revenue estimate. Both the General Fund and Road Fund estimates for FY22 will be revised this fall to provide new revenue forecasts before the next budget cycle.

Brenda Faye Posey Matney of Green County passed away on Saturday, August 7, 2021 at her home. She was 68 years old.

The funeral services for Brenda Faye Posey Matney will be conducted at 1pmCT on Wednesday, August 11, 2021 at the Cowherd and Parrott Funeral Home, 206 S. Main St., Greensburg, KY, with burial to follow in the Maple Hill Cemetery.

Visitation is requested after 10amCT on Wednesday at the Cowherd and Parrott Funeral Home until time of the funeral service.

James R. Propes, 77, Adair Co., KY native (1944-2021)

James R. Propes of Dunnville passed away on Sunday, August 8, 2021, at Ephraim McDowell Regional Medical Center. He was 77 years old.

The funeral service will be held at 11amET on Thursday, August 12, 2021, at McKinney-Brown Funeral Home, 752 Campbellsville St, Liberty, KY, with Bro. Johnny Patton officiating. Burial will follow in Salem Cemetery.

The family will receive friends from 5pmET to 8pmET on Wednesday, August 11, 2021, at McKinney-Brown Funeral Home. Mr. Propes' family requests that all in attendance please wear a mask to the visitation and funeral.

CPD: Remember to stop for school buses

With Adair County Schools beginning in-person instruction this Thursday, August 12, The Columbia Police Department asks motorists to observe and be attentive to bus traffic in the mornings and afternoons. We will also remind motorists that passing a loading or unloading bus is an arrestable offense per KRS 189.370.

School Prayer Walk on Wednesday

There will be a Prayer Walk at the Adair County schools at 5pmCT on Wednesday, August 11, 2021.

The Adair County Ministerial Association asks that you come to the school of your choice as prayers are offered for the parents, students, faculty and staff. We will be praying for wisdom and protection as this school year begins. There will be a minister at each of the schools.

Beware of this plant! It is Italian Arum, known as Lord's Ladies. It is poison to the touch which causes very uncomfortable rashes and irritation. Additionally, when ingested can cause nausea, diarrhea, abdominal cramping and can even cause death in children!

LCDHD COVID-19 Public Information 8/9/2021

New Cases: We report that our total case count has increased by 98 since our last report. Our new cases (including suspect cases) are as follows: Adair: 3; Casey: 10; Clinton: 3; Cumberland: 2; Green: 12; McCreary: 5; Pulaski: 25; Russell: 7; Taylor: 28; and, Wayne: 3. Our current new case growth rate is: 1.0035. This means our total case count is projected to double every 198.28 days. The most new cases we ever added in a single day was on 12/30/2020 when we added 301 cases.

We are saddened to report two additional deaths this evening - an Adair County resident (unvaccinated) who had previously been released from isolation, but later succumbed to lasting effects of the illness; and a Casey County resident (unvaccinated) who had previously been released from isolation, but later succumbed to lasting effects of the illness. Our hearts break for these families. Both were in the 65+ age range.

Again, we encourage our citizens to take the COVID-19 vaccine, which is safe and very effective. Of our 10,380 new cases since the vaccine started becoming available, almost 96.53% were unvaccinated. Below are our area's COVID-19 vaccination uptake rates compared to the state average.
  • State - 53.00%
  • Taylor - 44.46%
  • Pulaski - 41.89%
  • Russell - 39.13%
  • Green - 33.98%
  • Adair - 31.63%
  • Wayne - 31.40%
  • Cumberland - 29.67%
  • Casey - 28.80%
  • McCreary - 26.03%
  • Clinton - 25.07%
Statewide Testing Positivity Rate: 10.78%.

Tonight will be partly cloudy, with a 20 percent chance of showers and thunderstorms, and a low around 72F. South wind 3 to 6 mph.

Wednesday will be mostly sunny, with scattered afternoon showers and thunderstorms, and a high near 92F. The heat index could be as high as 100F. Southwest wind 5 to 9 mph.

Wednesday night will be mostly clear, with an overnight low around 72F and south wind around 6 mph.
