Mayor Pam Hoots reports to Columbia City Council

At the May City Council meeting, the vote was unanimous to accept the million dollar grant which is the next step in securing the location for Synergy Food Group first announced in February.

"The process is moving fast," Mayor Pam Hoots said. She received numerous compliments from Council members for her leadership on the project. The location is the former Majestic Yachts on the corner of Burkesville Road and the Veterans Memorial Bypass in Columbia where she and the Council hope soon to see local folks securing jobs preparing shelf stable meals for sale across the U.S.

The land and building grant through the Lake Cumberland ADD provides $1 million of the purchase price for the property. The City will borrow $500,000 for the balance and secure a ten-year lease with a company to pay the debt.

Regular Called Fiscal Court meeting

The Adair County Fiscal Court will meet in regular session at 6pmCT on Tuesday, May 11, 2021, at the Jim Blair Center, located at 901 Hudson Street, Columbia, KY. The public is invited to attend. This meeting will be open to the public and following all guidelines for social distancing set by the Governor. There will be no Facebook Live.

LCDHD COVID-19 Public Information Brief 5/10/2021

We report more new cases today than for the same time period last week. This caused our districtwide 7-day-average-incidence rate of new cases per 100,000 to go up. This begins another week of several weeks' worth of increasing cases for our area. This is not surprising since our COVID-19 vaccine uptake rate is lower than the state average in all 10 of our district's 10 counties. Again, this serves as a reminder that the pandemic is not over, and that our citizens need to take the vaccine. The vaccine is very effective and is readily available in all counties. Of our almost 18,000 new cases since early January, only 1.18% of them had taken at least 1 dose of the vaccine. This means that almost 99% of our new cases since the vaccine started becoming available were among people who had not taken any doses of the vaccine. The statistics are even better for those who have been fully vaccinated.

Our 7-day average incidence chart is now showing 0 counties in the "green-on-track" range; 5 counties in the "yellow-community-spread" category, Clinton, Cumberland, Green, McCreary, and Wayne; and 5 counties in the "orange-accelerated" range of community-spread: Adair, Casey, Pulaski, Russell, and Taylor.

We are thankful to not have any "red-critical" counties now. Keep in mind, some of our 7-day-incidence data will be skewed over the next few days as we are reconciling our data against the state data.

Statewide Testing Positivity Rate: 3.25%.

Honoring the gifts of older community members

Resilience and strength are often developed through experiencing the successes, failures, joys, and difficulties life has to offer. To recognize the individuals who built have built our communities, Adair County is recognizing May as Older Americans Month in partnership with the Kentucky Circuit Clerks' Trust For Life and the U.S. Department of Health and Human Services.

Everyone, regardless of age, is welcome to join the Kentucky Organ Donor Registry. Craig Kingsbury is a perfect example of an everlasting legacy. Long before Craig's cancer diagnosis and complications, he registered as an organ, eye, and tissue donor while renewing his driver's license in Jefferson County. When he passed away in 2016, his wishes were fulfilled, and he became a cornea and tissue donor.

"While Craig will always live on in the hearts of his family and friends, there is added comfort and joy knowing that he physically lives on in the cornea recipients," Tina Kingsbury, Craig's wife said.

Because of Craig said 'yes' to joining the registry, he continues to inspire others. This May we not only celebrate the strength of older community members but thank them for continued generosity.

"Connecting with others is vitally important as time passes. From finding joy in small things and sharing our stories, to looking at the big picture and giving to others, join Adair County in registering as an organ, eye, and tissue donor," said Dennis Loy, Adair County Circuit Court Clerk.

99% of KY Covid deaths since Feb 1 were unvaccinated

Frankfort, KY - On Monday, Gov. Andy Beshear announced more than 80% of Kentuckians 65 and older have received at least one COVID-19 vaccine dose. To date, 1,875,554 people have received at least their first dose of a COVID-19 vaccine in Kentucky.

"No matter where you are in the commonwealth, you could get vaccinated tomorrow with a very short drive," said Gov. Beshear. "We need people to keep getting vaccinated. It's proven to be incredibly safe and effective."

Gov. Beshear said 852 out of 857 (99.42%) of all Kentuckians who died due to COVID-19 on or after Feb. 1, 2021, were unvaccinated.

The Governor also announced that on May 28, the state will lift the curfew on restaurants and bars and will allow bar seating.

Gov. Beshear and Dr. Steven Stack, commissioner of the Kentucky Department for Public Health, reminded Kentuckians that the U.S. Food and Drug Administration may approve Pfizer's COVID-19 vaccine for 12- to 15-year-olds this week.

KSP: Missing Chicago Man Found Dead in Hardin Co.

Radcliff, KY - Kentucky State Police and federal authorities investigative missing Chicago man found dead in Hardin County.

On April 26, 2021, Kentucky State Police was contacted in regards to a missing Chicago man that had last been seen and heard from in the Hardin County area. On May 1, 2021, KSP located a body in a wooded area just off 31-W near the Kentucky Veterans Cemetery in Radcliff. The victim was taken to the Kentucky Medical Examiner's Office in Louisville for an autopsy and positive identification.

The medical examiner's office was able give positive identification that the victim was in fact, Quincy K. Ukaigwe, age 30 of Chicago, Illinois. The victim appeared to have died from a single gunshot wound to the head. Ukaigwe had been reported missing on April 18, 2021 by Chicago authorities. It is believed that Ukaigwe traveled to Radcliff to visit a childhood friend and last spoke with family members on April 18, 2021. Investigators learned that Ukaigwe did arrive in Kentucky and was in Hardin and Meade counties as well as the Louisville metro area.

KSP and federal authorities are currently following up on strong leads in the investigation. Ukaigwe owned an American Bulldog named Abloh that is believed to have been with him at the time of his death. KSP is asking for the public's assistance that if they have any information on the dog's whereabouts or have any information about this case to contact KSP Detective Tony Hardin at (270) 766-5078.

Kentucky cattle producers celebrate May as Beef Month

Frankfort, KY - After a year marked by a global pandemic that disrupted the nation's supply chain and cattle prices, Kentucky cattle producers joined Kentucky Commissioner of Agriculture Dr. Ryan Quarles today to commemorate the month of May as "Kentucky Beef Month."

"If the pandemic showed us anything, it was the importance of our beef cattle farmers. When grocery stores shelves were empty, Kentucky residents turned to our farmers and our farmers delivered," Commissioner Quarles said. "Beef is not only good for you as part of a healthy, balanced diet, but buying Kentucky Proud beef is good for the state's economy, keeping your hard-earned money right here at home. I ask all Kentuckians to join me and our cattlemen in enjoying some delicious beef during the month of May."

With more than half of Kentucky farms raising cattle, the state is home to 38,000 beef cattle producers according to the National Agricultural Statistics Service. The Commonwealth is 14th in the nation for the total number of beef cows and calves with an inventory of 2.15 million head as of January 1. With nearly a million beef cows, Kentucky boasts the largest beef cattle inventory east of the Mississippi River and the eighth-most in the nation.

Significant state revenue surplus expected for FY21

General Fund receipts increased 59.1 percent, Year-to date up 10.8 percent
Road Fund receipts increased 59.9 percent, Year-to date up 5.5 percent

Frankfort, KY - The Office of State Budget Director reported today that April's General Fund receipts increased significantly over April 2020 receipts due to large sales tax collections and timing issues for income tax receipts. The comparisons to April 2020 are heavily affected by the substantial declines in tax collections at the onset of the pandemic last year. Collections rose 59.1 percent, or $506.6 million, to $1,363.6 million, compared to $857.0 million received during April 2020. Consumption-related receipts last year were greatly reduced because of the COVID-19 mitigation actions taken to prevent infections while income taxes were delayed due to the extension of the filing deadlines. Receipts have grown 10.8 percent for the first 10 months of FY21.

The enacted budget calls for revenue growth of 1.2 percent for the current fiscal year. A significant revenue surplus for FY21 is expected since revenues are now estimated to grow by 6.3 percent. The Office of State Budget Director recently released an interim revenue estimate that forecasts a revenue surplus of $586.4 million for FY21.

Road Fund receipts for April totaled $162.6 million, an all-time monthly high amount, eclipsing the $145.6 million in collections from March of 2019. Revenues grew 59.9 percent increase over April 2020 levels. Year-to-date receipts for FY21 have grown 5.5 percent.

Worldwide No Menthol Sunday is May 16

Frankfort, KY - The Kentucky Department for Public Health (KDPH) is encouraging people across the state to participate in No Menthol Sunday on May 16. The global observance comes in the wake of the U.S. Food and Drug Administration's announcement that it will restrict the sale of menthol cigarettes and flavored cigars later this year.

Led by the Center for Black Health & Equity, No Menthol Sunday encourages faith congregations and local communities to help spread awareness of the impacts of tobacco and provide support to those trying to quit. The event focuses on menthol, a minty flavor the Food and Drug Administration (FDA) says "masks unpleasant flavors and harshness of tobacco products, making them easier to start using." The FDA also says menthol can enhance the effects of nicotine, making the products more addictive. Acting FDA Commissioner Dr. Janet Woodcock called menthol "the last allowable flavor" and said stopping the sale of it and all flavors of cigars would help save lives.

Kentucky's 24 hours of giving returns Tuesday, May 11

Nonprofit organizations from throughout the commonwealth will participate in the ninth annual Kentucky Gives Day on Tuesday, May 11. The 24-hour online giving campaign will provide participating charities the opportunity to raise as much money as possible from MidnightET through 11:59 p.m. - all through a single website: www.kygives.org.

"COVID-19 has changed so much about our lives, but it can't change Kentucky's giving spirit," said Danielle Clore, CEO of Kentucky Nonprofit Network, the state association of charities and host of the event. "Kentuckians are needed to rally for a powerful day of action on May 11 to support the causes that are essential to keeping our communities healthy and thriving. Nonprofits need support now and every amount helps," added Clore.

The 254 participating organizations are 501(c)(3) charities representing human services, health care, children, the arts, humanitarian aid, animal welfare, the environment, and more from across Kentucky. Donors can find a list of all organizations at www.kygives.org, as well as profiles of each participating nonprofit.
